Importance and Role of Capital city in Intellectual and Executive Structure of Karim Khan-e Zand

پايتخت به عنوان مركز سياسي، اداري، اقتصادي و گاه فرهنگي و اجتماعي ، مهمترين ركن در جغرافياي سياسي و اداري هر حكومت به شمار مي‌رود. هر سلسله حكومتي جايي را بنا به عواملي به عنوان پايتخت انتخاب مي‌كند و حتي جابه‌جايي پايتخت در سرزميني چون ايران همواره از مسايل مهم به شمار مي‌آمده است. از آنجا كه پايتخت مي‌تواند نشان‌دهنده شان، عظمت و اقتدار حكومتي باشد، مكان‌گزيني آن بايد براساس الگويي تعريف‌شده انجام شود و بازسازي و يا ايجاد سازه‌هاي جديد در آن مورد توجه قرار گيرد، تا جايي كه از جنبه‌هاي دفاعي، اقتصادي و آرايه‌هاي تزييني برتري محسوس خود را در انظار داخلي و عرصه‌هاي برون‌مرزي آشكار كند. به‌نظر مي‌رسد كريم‌خان زند در انتخاب شيراز به عنوان پايتخت از يك طرف دلايل خاصي را مدنظر داشت و از طرف ديگر با رويكردي خاص در رونق و ارتقا جايگاه شهري شيراز تلاش كرد. اين مقاله مي‌كوشد بر اساس روش تحليلي در پژوهشي تاريخي عوامل موثر در انتخاب شيراز به پايتختي را با طرح اين مساله بررسي كند: چرا شيراز توسط خان زند به عنوان پايتخت انتخاب شد و در اين انتخاب چه الگويي مورد توجه بود؟ دستاوردهاي تحقيق نشان مي‌دهد كه تمركزگرايي، بهسازي ساختار شهري و رونق اقتصادي مبتني بر الگوي سنتي، پيشينه تاريخي و اهميت شيراز، جزو عوامل تاثيرگذار در اين روند بودند كه البته با انتخاب شهر به پايتختي پيامدهايي چون جابجايي جمعيت و تاثير آن بر رونق پايتخت را در پي داشت.

As a political, economic, executive and sometimes cultural and social center of a country, capital city is the main part of the political and executive geography of every government. Every dynasty determines a place as its capital and in a country like Iran any change in the location of this capital city had been of great importance. Since capital city is the symbol of power, dignity and magnificence of a government, it should be located on the basis of a well defined pattern, and its architecture and renovation must be in a way that shows its privilege over other cities from the defensive, economic and ornamentation viewpoint in national and international scenes. It seems that there are some special reasons behind the decision of Karim Khan in choosing Shiraz for his seat of government. He also tried to improve Shirazʹs status. This paper is to present an analytical discussion of the factors having affected this decision through raising such questions as: why Shiraz was chosen by Karim Khan as his capital city? And what type of pattern was considered in the process of this selection? Findings show that factors such as centralization, renovation of urban structure, economic improvement according to traditional patterns and Shirazʹs importance and historical background were influential in this process and in placing the city as a seat for government. Also, Shiraz has got more prosperity due to population movements.
