تحليل عوامل ساختاري موثر بر مشاركت روستاييان درتوسعه‌ي نواحي روستايي مطالعه موردي شهرستان ايجرود- استان زنجان

مشاركت بدون شك عامل اساسي در فرايند فعاليتهاي پايدار اقتصادي است. اما تمركز قدرت نزد دولت درطول تاريخ ايران سبب گرديد تا تشكيل نهادهاي مردمي با چالش روبرو شود. در اين تحقيق تشكلهاي مشاركتي موجود در روستاها همراه با زمينه هاي كاركردي آنها از نظر كارايي و رفع نيازهاي ساكنان، از ديدگاه مردم مورد بررسي قرار گرفته و شاخص هاي محدود و تسهيل كننده سياسي و مديريتي مشاركت از ديدگاه صاحب نظران و متوليان توسعه روستايي بررسي و تاثير آنها بر ميزان مشاركت سنجش شده است. روش تحقيق در اين پژوهش از نظر هدف كاربردي و به لحاظ روش بر پايه‌ي روش توصيفي و تحليلي استوار بوده و روش جمع آوري اطلاعات، با استفاده از پرسشنامه حجم نمونه تحقيق يعني 16 نفر از كارشناسان متولي توسعه روستايي و 22 نفر از كارشناسان علمي طراحي شده است. نتايج نشان مي‌دهد رضايتمندي از نهادها و تشكلهاي مردمي، شوراي اسلامي، دهياريها، شوراهاي حل اختلاف و شركت تعاوني به ترتيب 3/2، 1/2 ، 5/3 و 1/2 از 5 بر اساس طيف ليكرت است. ميزان جلب مشاركت مردم توسط سازمانهاي دولتي نيز با ميانگين 6/2 كمتر از حد متوسط است. يافته هاي تحليلي تحقيق نيز بيانگر اين است كه همبستگي معني داري با ضريب 255/0 بين ضعف رضايت مردم از عملكرد نهادها و كاهش ميزان مشاركت آنها با نهادهاي موجود در روستاها وجود دارد. هم چنين همبستگي معناداري با ضريب 973/0- بين ميزان دخالت دولت در امور نهادهاي مردمي با ميزان موفقيت سازمانهاي دولتي در جلب مشاركت مردم در قالب نهادها وجود دارد.

In this research, organizations partnership in rural areas with the performance fieldʹs and efficiency needs of residents, from the viewpoint of the people studied and Limited and facilitate indicators of political and administrative on participation from the perspective of rural development scholars and administrators has been reviewed and their impact on participation rates have been measured. Research method in this study from to goal is application and to methods was based on descriptive and analytical method, and methods of gathering information, using questionnaires, the survey sample size of 16 people responsible rural development experts and scientific experts is designed for 22 people. The results show that satisfaction of institutions and community organizations, Islamic Councils and, Dehyaryʹs, councils to resolve and Cooperative with 2.3, 2.1, 3.5 and 2.1 of 5 on the Likert type. The participation rate of people by government agencies as well as the mean 2.6 is less than average. Research analytical findings also suggest that the significant correlation coefficient 0.255 between Satisfactory weakness of institutions performance and reduce their participation with existing institutions in the villages there are. Also the significant correlation coefficient -0.973 between the amounts of government intervention in the affairs of public institutions with the success rate of government institutions in attracting of peopleʹs participation in organizations there are.
