نقش سيستمهاي اطلاعاتي در مديريت بحران

The role of the Information Systems in the Crisis Management

يكي از ويژگيهاي مهم جهان امروز بروز ناپايداريها و تغييرات شديد و گسترده در نظامهاي سياسي،‏اقتصادي،‏اجتماعي و اداري مي باشد. در عصر انفجار اطلاعات،‏با افزايش روزافزون نيازها،‏انتظارات،‏اطلاعات و تحولات مختلف زيست – محيطي و تكنولوژيكي ،‏ به يكباره جوامع بشري دچار نوعي تزلزل،‏سردرگمي،‏التهاب و پيچيدگي خاصي شدند كه پيامد آن بروز رويدادها و بحرانهاي مخاطره انگيز در اين جوامع است . در دنياي كنوني روند سياسي ،‏ اقتصادي و اجتماعي دايماً در معرض التهابات و تهديدهاي بسيار خطرناكي مي باشد كه جز با مديريتي مدبرانه و مبتني بر دانش و حكمت امكان خروج از بن بستهاي حاصل از اين بحرانها وجود ندارد . در اين مقاله ،‏ ضمن معرفي "مديريت بحران"،‏نقش"سيستمهاي اطلاعاتي" را در فرايند اجرا و تحقق اين مديريت نوين معرفي مي كنيم . سيستمهاي اطلاعاتي كه در واقع حياتي ترين منبع تامين كننده اطلاعات،‏تحليلها و راه حلهاي استراتژيك در هنگام مقابله با بحرانها مي باشند،‏نقش بسيار سرنوشت سازي در پيش بيني ،‏پيشگيري و مهار ريسكها و بحرانها دارند كه در اين نوشتار به آنها خواهيم پرداخت. در اين تحقيق ضمن استفاده از مطالعات كتابخانه اي و تطبيقي،‏از تجربيات زلزله معروف بم نيز بهره مند شده و با مصاحبه با متخصصيني كه به نحوي از انحا در اين شهر زلزله زده حضور داشته و در امور مشاركت داشته اند ،‏ فرضيات خود را بررسي نموده ايم.

One of the important characteristics of modern world is the appearance of instabilities and wide range changes in the political, economical, social and administrative systems. As a result of increase of human demands, expectations, information and environmental changes and technologic progresses In the era of explosion of information, human societies have involved in a very confusing and complex situation that results in the appearance of dangerous crisis in the world. The human being will not survive in this situation except through a management based on knowledge and wisdom. In this article, by the introduction of the "crisis management", we analyze the role of information systems in the process of enforcement of this modern management. The information systems which are in fact the most important means of setting information, analyzing the situation and providing strategic solutions at the time of dealing with the crisis, have the crucial role in foreseeing crisis and prevention and control of risks and crisis. This work is based on the comparative and theoretical studies and the researcher has used the experiences obtained from the BAM earthquake. Theory of this study has examined by the interview with the experts who had participated in solving the crisis of the city of Bam.
