Social crises managment (strike and protesting demonstration and etc...) through community oriented policing approach

بحران‌هاي اجتماعي (اعتصاب، تظاهرات اعتراض‌آميز و ...) يكي از مظاهر و نمود‌هاي بحران‌هاست و مديران بحران براي حفظ نظم و تامين امنيت عمومي از ابزارها و رويكردهاي موثري بهره مي‌برند. در اين ميان نيروهاي انتظامي و پليس، به مثابه اصلي‌ترين نهاد نظام‌بخش، در چنين شرايطي ــ‌با هدف اصلي بازگرداندن نظم و امنيت به جامعه و كنترل بحران‌ــ حضور مي‌يابند. ابهامي كه در مواردي مانند اعتصاب و يا تظاهرات اعتراض‌آميز مطرح است نوع برخورد و مواجهه پليس در رويكرد جامعه‌محوري با معترضان و اعتصاب‌كنندگان است؛ تا جايي كه عده‌اي اين مورد را ضعف نظريه پليس جامعه‌محور مي‌دانند. بر اين اساس در اين مقاله، با هدف تدوين الگوي مديريت پليس جامعه‌محور در بحران‌هاي اجتماعي (اعتصاب، تظاهرات اعتراض‌آميز و ...)، الگويي سه‌مرحله‌اي ارايه شد كه عبارت است از: 1- مرحله پيشگيري از وقوع بحران 2- مرحله كنترل و مديريت بحران با روش‌هاي مسالمت‌آميز 3- مرحله كنترل بحران با روش‌هاي قهري.

Social crises (strike and protesting demonstrations and etc…) are one of the manifestations of crises and crises managers have exploited effective tools and approaches to maintain order and public security. In such situations, police and disciplinary forces have been present as the main entity to maintain order and restore order and security to society and control the crises. Obscurities regarding strikes and protesting demonstrations are concerned with the sort of encounter and conflict that police should take in community oriented approaches with protestors and strikers to the extent that many have taken this as the weak point of community policing. Therefore in this article a three stage model is introduced to formulate a model of community policing to manage Social crises (strike and protesting demonstrations) as follow: 1-stage prevention of crises occurring 2-stage of control and management of crises through peaceful methods 3-stage of crises control through forceful methods
