An Analysis of the Viability of the South Asian States; A Study in Political Geography

تجزيه و تحليل سازگاري كشورهاي آسياي جنوبي؛ مطالعه‌اي در جغرافياي سياسي

به لحاظ سياسي كشور زماني ماندگار است كه سرزمين و انسانهاي ساكن در آن به‌گونه‌اي سازماندهي شوند كه به‌عنوان يك واحد مشخص به‌واسطه علت وجودي خود مجزا و قابل تشخص باشند، علت وجودي كشور توجيه‌كننده ادغام و تركيب مناطق مختلف يك كشور با هم مي‌باشد و دليلي براي تداوم بقاي كشور است. سازگاري، معيار سنجش موثري كه كشور مي‌تواند با آن در راستاي مقاصد و اهداف خود كه در راستاي علت وجودي آن ايجاد شده است، حركت كند. براي به‌وجود آمدن كشور، بايد مجموعه‌اي از اهداف كه توان ايجاد وفاداري شهروندان يا اشتراك آنها را داشته باشند، فرموله شوند و از اهداف فرموله شده ساير كشورها بايد متفاوت باشند. چنين بيانه‌اي دسته جمعي(علت وجودي) از اهداف مشترك است كه ساكنان يك كشور به حفظ كشور خود و تشخيص آن از سايرين ملزم مي‌شوند. علت وجودي به‌لحاظ ژيوپليتيكي سازماندهي‌كننده كشور در مقابل نيروهاي گريزنده از مركز است كه براي تجزيه كشور فعال شده و كشور را به سمت فروپاشي سوق مي‌دهند. مقاله حاضر با هدف مطالعه ميزان سازگاري سياسي كشورهاي آسياي جنوبي متشكل از هند، پاكستان، بنگلادش، نپال، بوتان، سيكيم و سريلانكا از نظر ميزان تحقق علت وجودي در زمينه جغرافياي سياسي و چارچوب سازگاري تدوين شده است.

A state is said to be politically viable only when its territory and humanity are organized together, as a single unit in terms of a particular, distinctive idea, i.e. the ‘state-idea’ which justifies the existence of the particular state incorporating the diverse regions into it; the state must have a raison d’être-reason for existence. Viability is a measure of the effectiveness with which a state can be administered to fulfill the purposes to which the state was created. Each state, on being created, is required to formulate a set of purposes to which its citizenry must adhere, or can subscribe, which commands widespread support in the state, and is different from the purposes formulated by other states. Such a statement of purposes, with which the citizenry of the state can identify itself, constitutes the ‘state-idea’. It is the ‘state-idea’ that keep the state geopolitically organized, and resists the centrifugal forces, or the forces of disintegration to become active to cause geopolitically disintegration of the state. The present paper aims to study the level of political viability of the South Asian States, India, Pakistan, Bangladesh, Nepal, Bhutan, Sikkim and Sri-Lanka, in terms of the fulfillment of the purposes, for which they were created. It, also, studies their raison d’être. The paper examines this aspect of the viability, in politico-geographical context, and framework.
