The Future View of Iranian Higher Education Quality A Grounded Theory based Model

در «جامعه دانش» كيفيت آموزش‌عالي و نظام علمي به مسيله‌اي راهبردي براي بقا و توسعه و حاكميت سرزميني ملتها بدل شده است و بدون آن امكان اداره خوب كشور فراهم نمي‌آيد. آينده انديشي كيفيت در آموزش عالي ايران نياز به مدلي دارد كه بر اساس آن امكان پايش كيفيت فراهم شود. روش «نظريه مبنايي» يا «نظريه برخاسته از داده‌ها» (GT) به ما كمك مي‌كند تا اين مدل را از ساختار دروني ارزشها، نگرشها و تجربه‌هاي زيسته كنشگران و ذينفعان نظام علمي ايران و شرايط و موقعيت خاص اين جامعه درك كنيم. بر اساس مدل به دست ‌آمده، پديده اصلي اراده معطوف به بازي است؛ به عبارت ديگر، در اين مدل توضيح داده مي‌شود كه ياران و ذينفعان آموزش‌عالي در چه شرايطي در بازي پايش كيفيت شركت مي‌كنند. اطلاع‌رسانان، اين پديده را از طريق موجبات علّي آن توضيح مي‌دهند و بيان مي‌كنند كه چه عواملي در فرايند شكل‌گيري اين بازي تاثير دارند و اين بازي در كدام زمينه و با چه ويژگيهايي و در چه شرايط محيطي صورت مي‌گيرد و چه عامليتها و كنشهايي (مداخلات و راهبردهايي) مي‌تواند در اين فرايند اثر بگذارد و چگونه اين فرايند به پيامدهايي كه متضمن كيفيت آموزش‌عالي و نظام علمي است، منجر مي‌شود.

In the “knowledge society”, the quality of higher education and the scientific institutions has become a strategic element for national development as well as the territorial sovereignty. It is not possible to the states to have a good governance without the quality in knowledge production system of the state. The future view of Iranian higher education requires a model for monitoring the quality. Grounded theory(GT) helps us to seek this model from the internal structure of the agents’ and stakeholders’ values, attitudes and experiences in Iranian scientific circles and specific conditions that embodies Iranian society. Based on the suggested model, the main phenomenon is the" will to the game". This model explains the circumstances in which the partners participate in the practice of “quality work” (QW). The key informants in this study have expounded the causal factors that lead to the formation of QW. They have also explained the context and environment in which QW is implemented, the actions (interventions and strategies) that could operate QW and the outcomes of higher education and knowledge production system of the country, that we gain at the end.
