يكي از جديدترين و قابل قبول ترين رويكردها در مقوله سند چشم انداز، رويكرد سند توسعه درون گرا است. ولي مفهوم رايج آن در مجامع جهاني، براي سنجش انسان محوري سند با مفهوم، اصول و غايات سند چشم انداز در ارزش هاي توسعه درون گراي متناسب نيست. پيش از آنكه مفهوم «توسعه درون گرا» در فراگردهاي سند چشم انداز مورد توجه باشد، بهترين راه ارزيابي چشم‌انداز ميزان درآمد سرانه مردم به عنوان يك شاخص اساسي بوده است. اما در چشم انداز جمهوري اسلامي ايران اين شاخص از سوي صاحب نظران مختلف مورد تشكيك قرار گرفته است . زيرا به فراست دريافتند كه اگر چه قدرت برتر اقتصادي، ابزار مهمي در سند چشم انداز مي باشد ولي اين رشد، همه ماجراي موفقيت در اجراي چشم انداز نيست . بنابراين، ضمن توجه به مفهوم تازه‌اي به نام «توسعه درون گرا در چشم انداز» شاخص هايي نيز براي ارزيابي و اندازه گيري و مقايسه درجه سند چشم انداز يافتگي كشورهاي مختلف پيشنهاد شده است كه با توجه به سه شاخص اساسي توسعه درون گرا چشم انداز شامل مسيوليت پذيري، ايثارگري، اميد به آينده و الهام بخش (براي نفوذ اخلاق و وجدان كاري) تعيين مي‌شود . نتيجه اينكه در ماهيت درون گراي چشم انداز كه اين سه شاخص را به همراه دارد، حصول متوازن عدالت و توسعه در چشم انداز، حاصل مي گردد.

One of the newest and the most acceptable approaches in the topic of outlook plan, is the approach of introspective development plan. But its rampant concept in international communities, for human-based measuring of plan with concept, principles and final aims of outlook plan in values of introspective development is not suitable. Prior to paying attention the concept of «introspective development» in derivations of outlook plan, the best way for assessment of outlook is the rate of per-capita income of people as a main index. But in the outlook of the I.R. of Iran, this index has been doubted by different pundits. Because they found out clearly that although superior economic power is a significant tool in outlook plan, this growth is not all story of success in execution of outlook. Additionally, paying attention to this point is also necessary and fundamental that economic growth is spent in which fields. So, while paying attention to new concept known as «introspective development in outlook», indices for assessment and measurement and comparison the rate of plan, have been suggested in which, given the three main indices of introspective development of outlook including willingness to accept responsibility, devotion, expectancy of future and inspiring (for influence the moral and work conscience), they are determined. As a result, in the introspective essence of outlook which included those three indices, the balanced of Justice and development in outlook is achieved.
