تعيين و اولويت‌بندي معيارهاي مكان‌يابي شهر جديد پارس با استفاده از ارزيابي چند معياره مكاني و كاربرد تحليل سلسله مراتبي

Determination and Priority of Criteria of Pars New City Location Selection with Using of Spatial Multi Criteria Evaluation and Applying AHP Method

اكتشاف ميدان گازي پارس جنوبي و به دنبال آن ايجاد منطقه ويژه اقتصادي انرژي پارس در جنوب استان بوشهر،‏ ناگزير از استقرار فازهاي گوناگون منطقه ويژه اقتصادي انرژي پارس و به دنبال آن بارگذاري‌هاي جديد جمعيت است. در راستاي تعادل بخشي به رابطه انسان،‏ فضا و فعاليت در پهنه اين ناحيه،‏ ضرورت ساماندهي جمعيت و شكل‌گيري مراكز سكونت‌گاهي جديد جهت بارگذاري جمعيتي امري اجتنا‌ب‌ناپذير است. محدوده مورد مطالعه در برگيرنده 5 بخش 11 دهستان و 5 كانون شهري است. اين محدوده از شمال به شهرستان دشتستان از شرق به شهرستان كنگان و از غرب و جنوب به خليج فارس ختم مي‌شود. مساحت اين محدوده 753457 هكتار است. مكان‌يابي شهر جديد پارس با شناسايي وضع موجود،‏ تعريف معيارهاي محدود كننده توسعه و ارايه گزينه‌هاي مناسب توسعه و استفاده از تحليل سلسله مراتبي صورت گرفت. به اين ترتيب،‏ براي تبيين ارتباط بين اهداف،‏ معيارها،‏ زيرمعيار‌ها و گزينه‌هاي مكاني يك ساختار سلسله مراتبي تهيه شد. سپس ضريب اهميت معيار‌ها و زير معيارها،‏ وزن گزينه‌ها،‏ و امتياز نهايي گزينه‌ها محاسبه و سازگاري منطقي قضاوت‌ها بررسي شد. مراحل ياد شده،‏ با استفاده از نرم‌افزار Expert Choice اصلاح شده،‏ انجام مي‌پذيرد. نتايج به دست آمده،‏ نشان داد كه پراثرترين معيار در مكان‌يابي شهر جديد پارس شمالي،‏ زيرساخت‌ها هستند كه خود داراي چندين زيرمعيار،‏ برق،‏ فيبر نوري،‏ آب،‏ محورهاي ارتباطي و منابع انرژي است و در اين ميان با توجه به شرايط منطقه،‏ آب‌هاي سطحي،‏ بيش‌ترين اهميت را دارد.

South Pars oil operation activities in the south of Boshehr province require settling new population in line with balancing relations among human, space and activity in this area it is necessary to organize and arrange population and shaping new residences for new population and these are unavoidable. Under study area includes 5 counties, 11 villages and 5 cities this area reaches to Dashtestan city by north and kangan city by east and Persian Gulf by west and south. Its area is 753457 hectares. Location selection of pars new city was conducted by assessing existing conditions and defining limiters criteria of development and presenting proper option for development and using analytic hierarchy processes in this order to describe relations among goals, criteria and sub criteria and location options a hierarchical structure was provided then importance coefficient of criteria and sub criteria and weight of options and final scores of options and estimation and logical compatibility judgments were studied these stages were conducted by Expert choice software. Obtained results showed that: the must effective criteria in location finding new city of pars are infrastructures which include several sub criteria such as power, optic fiber, water and connection paths and energy resources and in this regard due to conditions of this area superficial waters are the most important factor.
