تعيين شاخص سرمايه‌گذاري اقتصادي در تخصيص بهينه تسهيلات به صنعت گردشگري در شرايط عدم قطعيت

Determination of Economical Investment Index for Optimum Allocationof Credits to Iranʹʹs Tourism Industry, Under Uncertain Conditions

امروزه صنعت توريسم يكي از مهم‌ترين بخش‌هاي اقتصادي در بسياري از كشورهاي دنيا مي‌باشد و توسعه آن در دستور كار بسياري از دولت‌ها است. ايران نيز به دليل داشتن مزيت‌هاي نسبي و طبيعي، تمدن باستاني و وجود آثار و ابنيه تاريخي و مذهبي از بستر مناسبي براي سرمايه‌گذاري در اين صنعت برخوردار است. يكي از مهم‌ترين نهاده‌هاي اقتصادي كه مي‌تواند زمينه لازم را براي توسعه اين صنعت مهيا سازد، اعطا تسهيلات و كمك‌هاي مالي دولت به سرمايه‌گذاران در اين است. اين تحقيق در پي آن است تا با طراحي يك مدل تصميم‌گيري چند‌شاخصه فازي، ضمن تعيين شاخص سرمايه‌گذاري اقتصادي در اين بخش،درجه اولويت و درصد بهينه تخصيص اعتبارات و تسهيلات براي سرمايه‌گذاري در صنعت توريسم در هر استان را تعيين نمايد. براي اين منظور، از تلفيق ?? شاخص تصميم‌گيري اقتصادي و بهره‌گيري از منطق فازي به منظور وارد نمودن شرايط عدم قطعيت و وجود نوسان‌هاي موجود در مقادير نهاده‌‌ها و ستاده‌هاي اين صنعت استفاده شده است. اين تحقيق براي ?? استان و طي سال‌هاي (????-????) صورت گرفته است. نتايج اين تحقيق حاكي از آن است كه استان‌هاي تهران، هرمزگان، مازندران، خراسان رضوي، گيلان، اصفهان، گلستان، قم، فارس و يزد به ترتيب رتبه‌هاي اول تا دهم را در اولويت سرمايه‌گذاري در صنعت گردشگري كشور دارا هستند. همچنين با در‌نظر‌گرفتن شرايط عدم قطعيت و نوسان‌هاي موجود در نهاده‌ها و ستاده‌ها در اين صنعت، الگوي فعلي اعطا تسهيلات به صنعت توريسم در استان‌هاي كشور بهينه نبوده و نياز به تعديل در درصدها و مقادير فعلي تخصيص اعتبارات وجود دارد.

Nowadays, tourism industry is one of the most important economical sector in many countries and development of this industry receives priority by many of the governments. Given its natural and comparative advantages, ancient civilization and religious and historic places, Iran is a suitable region for investment in tourism industry. One of the most important factors conducive to the development of this industry is banking credits and loans. This study trying to make a Fuzzy Multiple Attribute Decision Making Model (FMADM), for determination of the economical investment index, priorities and optimum percentages of credits allocated for investment in tourism industry of Iranʹs provinces. for this purpose, we take a combination of 15 economical indexes and Fuzzy Logic , to account uncertainty conditions and fluctuations in inputs and outputs quantities. This study covers all the Iranian provinces, for the period of (2001-2008). The results show that, the provinces of Tehran, Hormozgan, Mazandaran, Khorasan Razavi, Gilan, Esfahan, Golestan, Ghom, Fars and Yazd maintain the rankings of one to ten, in terms of priorities for investment in tourism industry respectively. Furthermore, given the uncertain conditions and fluctuations in inputs and outputs in this industry, current structure of banking credits and loans, extended to tourism sector, is not optimum and there is the need for adjustments in volumes of banking loans and percentages of credits, allocated to this sector.
