The Study Role of the Implementation of the Number Plate Change National Plan on the Inspection of the Originality of the Vehicles

هر سازماني در راستاي ارايه خدمات بيشتر به محيط سازماني و جلب مشتري تلاش مي‌كند كه برنامه‌هاي اصولي را به اجرا در آورد. موضوع خصوصي‌سازي به‌ويژه در نهادهاي عمومي ‌و دولتي از برنامه‌هايي است كه مدنظر سازمان‌هاي دولتي ايران و به‌ويژه نهاد راهنمايي و رانندگي در ناجا قرار گرفته است. به‌نظر مي‌رسد كه واگذاري بخشي از خدمات راهنمايي به بخش خصوصي در قالب طرح برون‌سپاري بتواند ضمن ارتقاي خدمات ترافيكي به مردم، رضايت‌مندي مردم را در پي داشته باشد. اين مقاله كه در واقع نتايج يكي از تحقيقات در اين زمينه است، درصدد بررسي نقش برون‌سپاري خدمات ترافيكي راهنمايي و رانندگي در جلب رضايت‌مندي مردم است. جامعه آماري در اين پژوهش كليه افرادي است كه (330 نفر) در يك ماه از سال به مراكز شماره‌گذاري مستقر در سطح شهر به نمايندگي از راهنمايي و رانندگي ناجا مراجعه كرده‌اند. روش تحقيق اين مقاله از نظر نوع و هدف كاربردي و از نظر ماهيت و روش توصيفي مي‌باشد. نتايج اوليه تحقيق نشان مي‌دهد كه اجراي طرح برون‌سپاري در جلب رضايت‌مندي مردم موثر بوده است.

A vehicleʹs number plate is a distinctive feature, which can be used in distinguishing that vehicle from other similar ones. However, since the number of car-manufacturing companies and their products is increasing rapidly, and due to the fact that every year many cars are forged or stolen, it has become necessary to be able to access up-to-date statistics regarding vehicles. As is common in many countries, every 10 years the vehicle numbering system is changed in Iran. At present, many number plates have lost their quality and controllability as a result of wearing out or the passage of time; hence there is the potential for fraud and abuse of the system. With regards to the current rapid population growth and increasing use of cars as a mode of transport, there is clearly a need for appropriate and acceptable organizing to meet security, social and law enforcement goals. To meet this need, the effectiveness of the implementation of the plate change national plan was carried out in this study. The statistical population of this research study includes experts from the relevant authorities and others involved in the vehicle numbering system throughout Iran. The research method used is applied but descriptive in nature. The goals of the research are assisting police in performing their duties effectively and identifying and resolving the shortcomings of the plan in order to qualitatively improve traffic services.
