تبيين نقش مشاركت شهروندان در دستيابي به الگوي شهر سالم در ايران نمونه موردي: شهر مرودشت

Clarifying the role of citizen participation in achieving the pattern of Healthy city in Iran(case study: Marvdasht city)

يكي از مفاهيم اصلي در توسعه پايدار و تحقق آن، مشاركت مردمي است. مديران و برنامه‌ريزان شهري در كشورهاي پيشرفته جهان همواره سعي مي‌كنند با جلب مشاركت‌هاي مردمي به اهداف خود از طراحي تا اجراو كنترل طرح‌ها و برنامه‌ها به بهترين نحو ممكن نايل آيند. اهميت يافتن نقش مردم در اداره امور زندگي اجتماعي خود، لزوم انطباق طرح‌ها و پروژه‌هاي عمراني با نيازها و خواست‌هاي مردم را برجسته مي‌كند. در كشورهاي در حال توسعه هنوز نقش شهروندان در برنامه‌ريزي‌هاي شهري سمبليك و نمادين است. اين مقاله نيز در راستاي همين هدف به بررسي عوامل مهم در زمينه مشاركت شهروندان مي‌پردازد و در اين راستا ابتداضمن تبيين نقش مشاركت در توسعه پايدار شهري و دستيابي به يك شهر سالم به تعريف مشاركت از ديدگاه انديشمندان و مكاتب محتلف پرداخته شرايط عمده تحقق، همچنين محدوديت‌ها و موانع مشاركت در ايران به چالش كشيده مي‌شود در پايان به منظور افزايش غناي بحث با توجه به داده‌هاي اماري و پرسشنامه‌اي به تبيين اهميت نقش مشاركت شهروندان در تحقق طرح‌هاي توسعه شهر سالم پرداخته شده و سعي شده با شناسايي برخي عوامل مهم، مسيولين شهري را براي تقويت اين امر تشويق نمايد.

The importance of peopleʹs role in administrative affairs of their community life, will highlight the necessity of adaption of plans and projects with people needs and demands. In developing countries the role of citizens in urban planning is still a symbolic role. In this paper we will evaluate the important factors dealing with citizensʹ participation. In this regard,at First, we explain the role of public participation in urban sustainable development to achieve a healthy city secondly by definition the concept of participation in various viewpoints of schools and thinkers, also The conditions of realization, limitations and barriers toward the participation in Iran will be challenged finally in order to increase the richness of the debate text focuses on statistical data and questionnaire data tries to express the importance of citizen participation for implementing healthy city development plans And tried to identify important factors, in order to encourage the municipal authorities to strength the public participation in cities
