Institutional state sociology and industrial development in Iran

اين نوشتار بر آن است تا با استفاده از رويكرد نهادي ، نقش دولت در توسعه صنعتي ايران را بررسي نمايد. در اين مقاله به جاي تاكيد سنتي بر مدل خطي و موضوع دخالت يا عدم دخالت دولت در اقتصاد، بر ماهيت دولت، نوع مداخله دولت و كارآمدي آن در چارچوب مفهوم دولت «توسعه گرا» تاكيد مي شود. دولت توسعه گرا با ماهيتي مجزا، تاريخي و نهادي در قالب نقش قابله گري، پرورش گري و توسعه اي به ايفاي نقشي متفاوت از دولت هاي غيرتوسعه گرا مي پردازد كه زمينه هاي تحول و توسعه صنعتي را فراهم مي آورد؛ امري كه در كشور ايران بويژه در حوزه صنعت مورد بي توجهي قرار گرفته است. دولت توسعه گرا مطابق رويكرد نهادي و با ويژگي «استقلال متكي به جامعه » به عنوان ساختار و زيربناي توسعه، از ساير دولت ها متمايز مي شود. استقلال ديواني و اتكاي به جامعه همواره در طول تاريخ ايران در هاله اي از ابهام بوده است و دولت با چنين مشخصه اي در چارچوب دولت هاي غيرتوسعه گرا و با نقش متصدي و متولي صنعت شناخته شده است.

The role of the state in industrial development of Iran by using the institutional approach is studied in this writing. Instead of traditional emphasis on linear model and the interference or uninterference of the state in economy, this article emphasizes on the state entity, the type of its interference and efficiency in the framework of the developist state concept. With a distinct, historical and institutional entity, the developist state plays the midwifery, fostering and developing role different from the uvdevelopist states which provides the industrial change and development backgrounds; the task still ignored in Iran especially in the area of industry. According to institutional approach the developist state with the characteristic of embedded autonomy as a structure and infrastructure of development is distinguished from the other states. During the history, the bureaucratic independence and dependence on society have always been in an aura of ambiguity in Iran, and the state with such a characteristic having the role of industry demiurge and custodian is among the undevelopist states.
