Urban Manegment system of esfehan in the era of costitutionalism

تحليل و توصيف نظام مديريت شهري اصفهان در صدر مشروطه لقمان دهقان نيري* عبد‌المهدي رجايي** چكيده هم‌زمان با انقلاب مشروطيت نهادي به نام بلديه، براي پُر‌كردنِِِِِِِ خلا مديريت شهري، در بيشتر شهرهاي كشورمان برپا شد. اين نوشتار با مراجعه به منابع عصر مشروطه، روند شكل‌گيري و آغاز به كار اداره بلديه اصفهان، بسترهاي اجتماعي، چالش‌ها و موانع آغازين آن را بررسي كرده و نگاه مردم به اين نظام مديريت شهري نوين و اقدامات كارگزاران اين نهاد نوپا را براي تثبيت موقعيت و اعتبار آن در ميان ساير مراكز قدرت ارزيابي مي‌كند. از آنجا كه نظميه اصفهان در پي تاسيس بلديه شكل گرفت، در اين نوشتار بدان نيز پرداخته مي‌شود. گفتني است بنا‌بر شرايط نسبتاً يكساني كه در آن روزگار بر تمامي شهرهاي كشورمان حاكم بود، مي‌توان شرايط تاسيس بلديه‌ها در يك‌صد سال پيش در ساير شهرها را نيز از منظر اين مقاله نگريست. روش اين پژوهش توصيفي‌ ـ تحليلي است و شيوه گردآوري اطلاعات آن اسنادي‌ ـ كتابخانه‌اي و بيشتر متكي بر روزنامه‌هاي منتشره در اصفهانِ عصر مشروطه به عنوان منابع دست اول و قابل اعتنا است.

Concurrent with the Constitutional Revolution, an entity was created in most of the cities of our country called "Baladiyeh" in order to fill the gaps of urban management. Based on the available resources, the development and the initiation of Isfahanʹs Baladiyeh, the social bases, challenges and the initial obstacles are reviewed. Also peopleʹs view toward this new system of urban management and the measures of the authorities of this newly built entity for the stabilization of position and its credibility among other centers of power are considered. Since Isfahanʹs Nazmiyeh was created following the development of Baladiyeh, it has also received attention in this article. As all of the cities of Iran had the same conditions in that time period, we can generalize the processes involved with the establishment of this entity. The present study follows a descriptive-analytical method and uses a library-documentary method for the information gathering. It relies more on the published newspapers in Isfahan through the Constitutionalism as a first hand and reliable resource.
