در مناطق تحت حفاظت، قانون‌ها و مقرراتي جاري است كه از آن مي‌توان به رژيم حقوقي خاص اين مناطق نام برد، البته اعمال اين قانون‌ها و رژيم حقوقي خاص مانع از اجراي قانون‌هاي عام تر نخواهد شد، بلكه اين مسيله مويد اين نكته است كه افزون بر قانون‌هاي عام در مناطق مذكور قانون‌هاي خاص كه صرفاٌ در اين مناطق مورد اعمال است رژيم حقوقي را تشكيل مي‌دهند. اين قانون‌ها مرتبط به امور صلاحيتي سازمان حفاظت محيط زيست، شكار و صيد، تخريب و تجاوز به اراضي ملي، تعليف غير مجاز دام، استقرار، اكتشاف و بهره برداري از صنعت و معدن است. با وجود مزايايي كه وضعيت حيات وحش اين منطقه را متمايز مي‌كند، عوامل متعددي باعث بروز برخي از چالش‌هاي حقوقي و اجرايي در اين مناطق شده و در پاره‌اي موارد خسارت‌هاي غير قابل جبراني را در پي دارد، به‌طوري‌كه سير پرونده‌هاي حقوقي مسيري پر تلاطم با دامنه وسيع بوده كه روند در معرض خطر بودن و نابودي حيات وحش را در آينده به تصوير مي‌كشد. كمبود امكانات و تجهيزات حفاظتي، تخريب زيستگاه توسط كشاورزان، نبود مديريت قوي زيست محيطي،كمبود نيروي انساني كارامد و با انگيزه و همچنين عدم مشاركت مردمي، عدم بازدارندگي و نقص برخي از قانون‌ها و مقررات از جمله مواردي هستند كه بر معضلات محيط زيست منطقه افزوده و زيان‌هاي مالي و معنوي بسياري را بر دولت و حتي مردم منطقه تحميل كرده است، بنابراين مي‌توان از معضلات و چالش‌هاي موجود به‌منظور اعمال مديريت بهينه در قالب برخي از راهكارها كاست.
