طراحي يك مدل تصميم‌گيري به‌منظور برون‌سپاري فعاليت‌هاي تعميراتي؛ مطالعه موردي يك سازمان نظامي ايراني

A Decision Making Model for Outsourcing Maintenance Activities in an Iranian Military Organization

سازمان‌هاي نظامي با پيشرفت تكنولوژي از تسليحات و ادوات مدرن و پيچيده‌ استفاده مي‌كنند، به‌منظور افزايش سطح دسترسي و قابليت اطمينان و افزايش توان رزمي ادوات و يگان‌هاي خود ملزم به استفاده از سيستم‌هايي با قابليت اطمينان و انعطاف‌پذيري بالا هستند. از طرفي، ارتباط فعاليت‌هاي نگهداري و تعميرات با فعاليت‌هاي محوري سازمان‌ها، موجب شده است كه اين فعاليت‌ها از اجزا و اركان اصلي در هر سازمان به‌حساب آيد. از طرف ديگر، از جمله مسايلي كه امروزه سازمان‌ها با آن درگير هستند، تصميم‌گيري براي برون‌سپاري فعاليت‌هاي نگهداري و تعميرات است. در كنار تمام مزايايي كه براي برون‌سپاري ذكر مي‌شود، نمي‌توان با اين امر همانند نسخه‌اي واحد براي تمام سازمان‌ها برخورد نمود. تا كنون اهم كارهاي انجام شده در زمينه برون‌سپاري، تنها به بيان معيارها و ملاحظات ناظر بر آن و مراحل و گام‌هاي انجام موفق برون‌سپاري پرداخته‌ است. هدف اين مقاله، ارايه يك مدل تصميم‌گيري براي برون‌سپاري فعاليت‌هاي نگهداري و تعميرات اقلام خودرويي، در يك سازمان نظامي ايراني است. اين مدل، با استفاده از روش فرآيند تحليل شبكه اي3، توسعه يافته و در گردآوري اطلاعات مورد نياز از تكنيك‌هايي نظير مصاحبه، مطالعه كتب، مقالات و مستندات مرتبط و جستجوي اينترنتي و تهيه پرسش‌نامه استفاده شده است. اين مدل با پاسخ به اين سوال كه " آيا فعاليت‌هاي نت در داخل سازمان بايد صورت پذيرد يا در خارج آن؟"، به‌عنوان يك سيستم پشتيبان در تصميم‌گيري مديران عمل مي‌كند.

The relationship between maintenance activities and core business activities, make maintenance activities play an important role in organizations. On the other hand, one of the main concerns that organizations are engaged with, is decision making for outsourcing of maintenance activities. Other than all of the advantages mentioned about outsourcing, it is not possible to deal with this matter as a constant prescription for all organizations. Until now, most of the studies focused on factors, special considerations, phases and steps in outsourcing and how to become successful through these stages. The goal of this project is to develop a decision making model for outsourcing the maintenance activities on automotive items in an Iranian military organization. This model is developed based on the method “Analytical Network Process (ANP)” and in data gathering process, techniques like; interview, studying books, journals, papers and related documents, internet research and questionnaire are utilized. This model, by answering the question “Whether maintenance activities should be performed in the organization or out of the organization?” , act as a Decision Support System (DSS) for managers.
