The Formation and Function of the Baladiyeh Assembly of Tabriz during the First National Consultative Assembly

هدف: هدف از مقاله حاضر چگونگي شكل‌گيري و عملكرد انجمن بلديه تبريز در دوره اول مجلس شوراي ملي است. روش / رويكرد پژوهش: اين مقاله با روش توصيفي – تحليلي، بر پايه اسناد موجود و منابع كتابخانه‌اي انجام شده و پس از بررسي و تحليل داده‌هاي تاريخي به نتيجه گيري پرداخته است. يافته‌ها و نتايج: يافته‌ها نشان مي دهد نمايندگان نخستين دوره مجلس شوراي ملي، طي يك دوره زماني مشخص، با بحث و گفتگوي فراوان قانون بلديه را تصويب كردند. تاسيس انجمن بلديه در برخي شهرهاي ايران، به شكل‌گيري يكي از مهم‌ترين نهادهاي شهري انجاميد. در اين ميان شهر تبريز به خاطر موقعيت جغرافيايي خاص و وجود انديشمندان متجدد و مردم معترض به سياست‌هاي حكومت يكي از معدود شهرهاي موسس انجمن بلديه در ايران بود. تشكيل انجمن بلدي، نسبت به آنچه از اين شهر انتظار مي رفت با بي‌مهري ها و ناملايمتي‌هاي بسياري روبرو شد؛ ولي اين انجمن توانست بخشي از مشكلات معيشتي و رفاهي مردم را برطرف كند، مانند: تنظيم نرخ ارزاق، مرمت كوچه‌ها و خيابان‌ها و اقدامات بهداشتي و درماني.

Purpose: The purpose of this research is to study the Formation and Function of the Baladiyeh Assembly of Tabriz in during the First National Consultative Assembly. Methodology/Approach: This research uses a descriptive-analytic method and is based on available records and library resources, especially newspapers. Conclusions are made after studying and analyzing the collected data. Findings: The findings show that members of the first National Consultative Assembly approved the Baladiyeh law in a specific period after a great deal of discussions. Instituting the Baladiyeh Assembly in some cities of Iran led to the formation of one of the most important civil institutions. Tabriz – with its special geographical location, modern-thinking scholars, and people who opposed government policies - was one of the few cities which instituted Baladiyeh Assembly in Iran. Despite the expectations which this city created, the Baladiyeh Assembly faced much ignorance. However, the assembly succeeded in solving some livelihood and welfare problems of the people. These included regulating the price of food, repairing streets and alleys, and health and treatment activities.
