تجربه بسياري از كشورهاي در حال توسعه از جمله كشور ما نشان مي‌دهد كه كاستي‌هاي مديريت متمركز دولتي در برنامه‌ريزي‌هاي توسعه به چالش كشيده شده است (فكري ارشاد، 1384). بسياري از صاحبنظران نيز علت ناكامي طرح‌هاي توسعه‌اي را، بي‌توجهي دولت‌ها نسبت به دخيل كردن و ناديده گرفتن جوامع محلي، در طرح‌ها و برنامه‌هاي مربوط به آنها مي‌دانند (كاظمي، 1386). لذا با اجراي طرح‌هايي با رويكردهاي مشاركتي و قبول نقش فاعلي جوامع محلي در برنامه‌هاي توسعه, مسيوليت ايجاد دگرگوني در محيط، را از عناصر خارجي سلب و اجراي اصلاحات را در گرو فعاليت عناصر دروني قرار داده‌اند (فكري ارشاد، 1384). هدف اين پژوهش بررسي دو طرح توسعه مشاركتي ، در بين جوامع روستايي و عشايري است از طريق بررسي: 1- مباني فكري و هدف‌ها؛ 2- رويكردهاي مشاركتي بكار گرفته شده در جلب مشاركت مردمي؛ 3- چگونگي سازماندهي تشكل‌هاي محلي؛ 4- برخورداري تشكل‌ها از قدرت و اختيار در مديريت امور مربوط به خود؛ 5- تغيير نگرش گروه‌ها و اثرگذاري در برنامه‌ها و سياست‌ها؛ 6- تحليل «SWOT» طرح‌ها، دستاوردها و درسهاي آموخته از آنها و، 7- ارايه پيشنهادها و راهكارهايي جهت بكارگيري الگويي از مديريت مشاركتي در برنامه‌ريزي توسعه جوامع محلي. پژوهش با استفاده از روش تحقيق توصيفي‌ و مطالعات موردي زمينه‌اي با جمع‌آوري اسناد كتابخانه‌اي و پيمايش‌ ميداني در دو مطالعه موردي و به طور جداگانه با سه گروه هدفِ زير انحام گرفته است: 1- جوامع محلي (روستايي و عشايري)، 2- گروه‌ دولتي، و 3- گروه غيردولتي. در مطالعات ميداني تحقيق مصاحبه‌‌هايي با استفاده از پرسشنامه باز طراحي شده، انجام و نتايج يافته‌ها استخراج، جمع‌بندي و تحليل شده است. در نهايت نتايج دو مطالعه موردي بطور مقايسه‌اي مورد تحليل قرار گرفته است. نتيجه بررسي‌هاي پژوهش، ارايه پيشنهادها و راهكارها و خلاصه‌اي از بكارگيري فرآيند مديريت مشاركتي است. سرفصل اهم پيشنهادها عبارتند از: 1- انسجام اجتماعي 2- ظرفيت‌سازي و توانمندسازي 3- تغيير در قوانين و مقررات (ساختاري‌ـ مديريتي)، 4- تغيير در قوانين و مقررات (اداري‌ـ مالي) 5- نقش‌ها و وظايف، 6- نكات كليدي در بكارگيري مديريت مشاركتي و 7- اصول اخلاقي مي‌باشد.

Experience of many developing countries including our country shows that the shortcomings of public management focused on the development plan has been challenged (intellectual guidance, 1384). Many experts also because of the failure development projects, inattention to the involved states and ignoring local communities, projects and programs they know about (Kazemi, 1386). Therefore, participatory approaches and implementation plans with local communities to accept the role of subjectivity in the development plans, the responsibility to create change in the environment, away from the external elements and the implementation of the reform depended on the activity and have internal elements (intellectual guidance, 1384). The aim of this study two participatory development projects, among tribal and rural communities through the study: 1 - intellectual foundations and goals; 2 - participatory approaches used in the popular participation; 3 - How to organize local associations; 4 - having power to organizations in the management of its affairs; 5 - Groups attitude and impact on programs and policies; 6 - Analysis «SWOT» projects, achievements and lessons learned from them and, 7 - Provide suggestions and solutions for application management model of participatory development planning in local communities. Research using descriptive research method and case studies with the underlying library and documents collected in the field survey and two case study separately with three groups under Anham goal is: 1 - local communities (rural and tribal) 2 - Department of State, and 3 - non-governmental groups. In research interviews, field studies using a questionnaire designed to open, perform extraction and findings, conclude and is analyzed. Finally two fully Comparative Case Study has analyzed. Research studies therefore, provide suggestions and solutions summary of participatory management is the application process. The main headings of suggestions are: 1 - Social Cohesion 2 - Capacity building and empowerment 3 - Changes in laws and regulations (management structure), 4 - Changes in laws and regulations (financial administration) 5 - roles and responsibilities, 6 - Tips Key in the application of participatory management, and 7 - is ethics.
