آثار بازتوزيع فرصت‌ها بر نابرابري درآمدي؛ تحليل تعادل عمومي محاسبه‌پذير

The Impact of Redistribution of Opportunities on Income Inequality: A CGE Approach

نابرابري در تخصيص فرصت‌ها يكي از عوامل موثر در نابرابري درآمدي است. هدف اين نوشتار تحليل آثار اقتصادي تخصيص اوليه منابع و همچنين بازتوزيع فرصت‌ها در جامعه است. در اين پژوهش، نوعي الگوي تعادل عمومي با تمركز بر توزيع اوليه فرصت‌هاي آموزشي و تخصيص منابعِ دردسترس طراحي شده است. در الگوي طراحي‌شده، تفاوتِ درآمد كلّ خانوار ناشي از تفاوتِ درآمد نيروي كار ماهر و نيروي كار ساده و همچنين درآمدِ ناشي از موجودي سرمايه خانوار است. مدل معرفي‌شده در اين پژوهش براساس ماتريس داده‌هاي خرد اقتصاد ايران كاليبره شده است. نتايج تحقيق نشان مي‌دهد كه در سناريوهاي طراحي‌شده، بازتوزيع فرصت‌ها و تخصيص دوباره منابع، شاخص‌هاي برابري را بهبود مي‌بخشد. به‌عبارت‌ديگر، بهبود شاخص برابري در فرصت‌ به بهبود شاخص‌هاي برابري درآمد منجر مي‌شود. نتيجه بسيار مهم الگوي تعادل عمومي طراحي‌شده اين است كه با افزايش نابرابري در فرصت‌ها، شكاف درآمدي بيش از شكاف فرصت‌ها بزرگ مي‌شود؛ ازاين‌رو با كاهش نابرابريِ فرصت‌ها مي‌توان كاهش بيشترِ نابرابري درآمدي را مشاهده كرد.

The allocation of opportunities affects income distribution and income inequality. This paper analyzes the economic impacts of initial allocation of resources and redistribution of opportunities. In this study, we apply a computable general equilibrium (CGE) model focusing on distribution of opportunities and allocation of available resources. The differences between householdsʹ income are caused by differences in labor income (skilled and unskilled) and the householdʹs income from capital stock. The model is calibrated based on micro consistent matrix (MCM) of Iranian economy. We found that, the redistribution of opportunities and re-allocation of resources can reduce inequality. In other words, improvement in equality of opportunities leads to more equal society. The important finding of the study is that an increase in inequality of opportunity may cause the income gap grows faster. So, big reduction in inequality of income after small reduction in inequality of opportunities can be witnessed
