Evaluation of the use of new technologies in renovation of deteriorated urban areas in Tehran

صنعت ساختمان و پروژه هاي عمراني به گواهي آمار و ارقام، از لحاظ سرمايه و حجم نيروي انساني درگير، بزرگ‎ترين صنعت در كشور مي‎باشد. رشد سريع جمعيت و افزايش تقاضا، نياز به كاهش زمان تحويل پروژه هاي عمراني و كاهش زمان برگشت سرمايه سرمايه گذاران و عواملي از اين قبيل باعث شده اند تا ضرورت ايجاد تحول در شيوه‎هاي سنتي صنعت ساختمان روزبه‎روز بيشتر شود. نياز به بهره‎گيري از تكنولوژي‎هاي ساخت متناسب با رشد هر جامعه و بهره‎گيري از فناوري در ساير صنايع و توانايي‎هاي اجراي آن جامعه متغير است. چنين نيازهايي است كه بعضاً به نوآوري‎ها و يا انتقال فناوري مي‎انجامد. وسعت عظيم بافت‎هاي فرسوده با معضلات فراوان و نبود استراتژي‎هاي روشن درخصوص برنامه‎ريزي و مديريت طرح و اجرا در نوسازي اين‎گونه بافت‎ها، سبب شده تازمينه‎هاي تحقق قوانين و مصوبات هر چند اندك موجود نيز فراهم نشود و بافت‎هاي فرسوده شهري با روندي افزايشي به مهم‎ترين چالش شهر تهران تبديل شود. مباحث مربوط به زلزله و مديريت بحران در وهله نخست و ابعاد اجتماعي، اقتصادي و كيفيت‎هاي قابل ارتقا كالبدي و كاركردي – فضايي اين بافت‎ها در مراتب بعدي، نياز به رويكردهاي ويژه جهت نوسازي آنها را اجتناب‎ناپذير مي‎نمايد. در اين مقاله سعي شده است تا ضمن تعريف دقيقي از تكنولوژي‎هاي نوين ساختماني، به اهميت علل عدم گسترش فناوري‎هاي نوين در صنعت ساخت و ساز و شناسايي ريسك‎هاي ناشي از استفاده از اين فناوري‎ها در پروژه‎هاي نوسازي بافت‎هاي فرسوده پرداخته شود و در ادامه ضمن دسته بندي و مشخص نمودن هريك از اين عدم قطعيت‎ها به ريشه‎يابي علل بروز مهم‎ترين اين عوامل پرداخته خواهد شد.

Topics related to earthquake and disaster management and primarily social, economic and scalable physical and functional qualities, especially the need to modernize their approach to the inevitable. This article has attempted to define the precise construction of the new technologies, the importance of developing new technologies in the construction industry and identify the risks arising from use of these technologies in the context of renovation projects should beworn and in the category and clarify any uncertainties to the roots causes of the most important of these factors will be addressed.
