An Outlook on Energy Cooperation Approaches in the Shanghai Cooperation Organization (SCO) Region

نگاهي به رهيافت‌هاي همكاري‌جويانه در زمينه انرژي در منطقه سازمان همكاري شانگهاي

در سده بيستم، بويژه در دوران جنگ سرد، دو ايده ملي‌گرايي و بين‌الملل‌گرايي رقيبان اصلي در ميان مكاتب فكري گوناگون در حوزه مطالعات بين‌الملل بودند. اما امروزه همگرايي جهاني ميان دولت‌ها و ملت‌ها از ديدگاه‌هاي اقتصادي، فرهنگي و ارتباطي، جهاني شگفت را آفريده كه در آن همگرايي‌ها بيش از گذشته شده‌اند و منافع واحدهاي سياسي بيش از پيش در همكاري با يكديگر تعريف شده است. برپايه اين نظم نوين جهاني، مهمترين روندهاي بين‌المللي، دو رويكرد منطقه‌گرايي و جهان‌گرايي به‌شمار مي‌روند. پديدار شدن رژيم‌هاي منطقه‌گرايي كارآمد در اروپا و نيز در جنوب شرق آسيا، در حالي كه آنان همچنان همبستگي خود را با روندهاي جهاني حفظ كرده‌اند، الگوي مناسبي را براي ديگر مناطق جهان فراهم آورده‌اند تا اتحادهاي منطقه‌اي را در چارچوبي جهاني، برسازند. در اين نوشتار تلاش شده است تا يكي از موضوعات مهم در منطقه سازمان همكاري شانگهاي – كه كاوش و ترابري و فروش انرژي در اين منطقه است – در چارچوب رهيافت‌هاي منطقه‌گرايانه و جهان‌گرايانه بررسي شود. بر اين پايه، چشم‌انداز همكاري در زمينه انرژي ميان كشورهاي عضو سازمان همكاري شانگهاي و ديدگاه بازيگران توانمند در اين منطقه درباره اين همكاري ها، واكاوي خواهند شد. همچنين چالش ها و فرصت‌هاي پيش‌روي توليدكنندگان و مصرف‌كنندگان اين كالاي استراتژيك براي رسيدن به امنيت دسترسي به انرژي در اين منطقه، بررسي خواهند شد.

In twentieth century, especially during the Cold War era, the two ideas of Nationalism and Internationalism were the main competitor approaches in different schools of thought in the field of international studies. However, global integration between states and nations from economic, cultural, and communicational aspects has created a new magnificent world which is more integrated and the interests of political units are more incorporated. Based on this new world order, the major rival trends in the world arena are two recent dominant approaches of globalism and regionalism. The appearance of the successful regionalism regimes in Europe and also in the South East Asian region while they have tried to keep their correlations with the global trends, have prepared a suitable model for other regions to construct regional unities in a globalized framework. This paper aims to examine one of the most important issues in the SCO region - the exploration and transportation of energy - in the framework of regionalism and globalism approaches. Regarding to this matter, the outlook of the energy cooperation between the SCO countries and the position of the other powerful players in the region will be analyzed. The opportunities and challenges confronted with the producers and consumers of this strategic commodity to achieve energy security in this region also will be discussed.
