Isfahan Urban Health Management with Emphasis on Hospitals from the Local Press View

از موسسات مهم شهر كه با جان شهروندان ارتباط مستقيم دارد، بيمارستان ها هستند. اين مقاله مروري بر چگونگي تاسيس و برپايي بيمارستان هاي جديد شهر اصفهان است كه داستان را از اواخر عصر قاجار آغاز كرده، در دوره ي مشروطه مكثي نموده و در عصر رضا شاه به طور مفصل، پايه گذاري بيمارستان هاي مهم شهر را به تصوير م يكشد. منابع اين مقاله بر مبناي اخبار و مطالب روزنامه ها مي باشد. آشكار است مراجعه به اين نوع منابع براي نشان دادن فضاي واقعي حاكم بر وضعيت بهداشتي- درماني شهر و نيز انعكاس سخن روزنامه نگاران، يعني شهرنشينان كه مخاطبين و نياز مندان اين موسسات هستند، براي تبيين تصوير واضح تري از اوضاع مفيد تر به نظر مي رسد، تا مراجعه به اسناد و گزارش هاي خشك اداري كه ماجرا را فقط از ديد اولياي امور ديد هاند. تا سال 1320 هجري شمسي تعداد شش بيمارستان در اصفهان راه اندازي شد كه تعدادي به وسيله ي بخش خصوصي و تعدادي ديگر به وسيله ي بخش نيمه خصوصي (شهرداري ها و هيات هاي مذهبي) بر پا گرديدند. ميزان مشاركت بخش دولتي نيز در حد حمايت و تشويق بود. نظام نوسازي شهري، بالا رفتن سطح سلامت جامعه در عصر رضا شاه و مشاركت بخش هاي مختلف خصوصي، نيمه خصوصي و دولتي در اين دوره موجب گرديد تا نيازهاي بيمارستاني شهر اصفهان در عصر رضا شاه تا حدودي مرتفع گردد. واژه هاي كليدي: مديريت سلامت؛ بيمارستان ها؛ روزنامه ها

One of the most important institutions of a city is hospital as it is directly involved with life of the citizens. This review article aimed to study the circumstance of establishing newer hospitals in Isfahan city, which was started in late Qajar Dynasty era with a pause during the constitutional era and was extended to Reza Shah Pahlavi in its modern form. The main references for this study were the reports of local newspapers and press. It is obvious that these types of resources would shed light on the real healthcare situation dominated on the life of the citizens. This is partly due to the official reports which may not contain the real city dwellerʹs opinions. On the other hand, the audience cycle of the newspapers that covered the majority of the ordinary peopleʹs views seems more advantageous rather than merely referring to the bureaucratic documents and reports by the administrative authorities view. This article will also show that since the constitutional era, 1906 to 1941, six hospitals have been established in Isfahan, either by local government or non-governmental charities (municipalities and religious delegations). The role of the governmental authority in this regard was mainly suport and encouragement. The urban renewal system, enhanced health situation in the reign of Reza Shah Pahlavi and the partnership between private sectors, semi-private sectors and government caused to meet demand for hospitals in Isfahan during that period.
