بررسي اثربخشي طرح اعتبارات بنگاههاي زودبازده در صنعت زنبورداري

Investigating the Effectiveness of Credits Early Returns Firms in the Beekeeping Industry

چكيده حمايت از ايجاد و توسعه بنگاههاي كوچك و متوسط اقتصادي از اولويتهاي اساسي در برنامهتوسعه اقتصادي اكثر كشورهاست. با اين وجود طرح بنگاههاي كوچك و متوسط اقتصادي در ايران با بحثهاي فراواني از سوي موافقان و مخالفان آن روبرو بوده است. با اين رويكرد، هدف اصلي اين مطالعه ارزيابي عملكرد بنگاههاي زودبازده و بررسي ميزان دسترسي به اهداف پيشبيني شده در اين طرحها در زمينه اشتغال، سرمايهگذاري و بهبود سودآوري ميباشد. جهت بررسي اين موضوع بنگاههاي دريافت كننده اعتبارات زودبازده در بخش زنبورداري شهرستان بابل طي سال 1386 از طريق سرشماري انتخاب (50 طرح) و با گروهي ديگر از بنگاهها كه از اعتبارات بنگاههاي زودبازده استفاده نكردهاند (52 طرح) با استفاده از روش جورسازي مورد مقايسه قرارگرفتهاند. نتايج حاصل از اين مطالعه نشان داد كه ميزان انحراف مالي و اشتغال در نمونه مورد بررسي بسيار پايين بوده است. همچنين بررسي نتايج در ميان بنگاههاي در حال فعاليت نشان داد اگر چه اين اعتبارات تاثير مثبت بر اشتغال و سرمايهگذاري كوتاهمدت و بلندمدت اين گروه از بنگاهها داشته اما ميزان اشتغال پيشبيني شده در اين طرحها به طور كامل محقق نشده و هزينه واسطه در اين گروه از بنگاهها بدون آن كه اثر معنيداري بر سودآوري كوتاهمدت و بلندمدت اين گروه از بنگاهها داشته باشد افزايش يافته است. با توجه به نتايج اين مطالعه تاسيس سيستم جامع اطلاعاتي، تفكيك دو مفهوم بنگاههاي با سابقه و بنگاههاي تازه تاسيس، ايجاد بانكهاي تخصصي جهت حمايت از بنگاههاي كوچك و متوسط، استفاده از فارغ التحصيلان دانشگاهي اين رشته و توجه به اثرات غيرمستقيم اعتبارات پيشنهاد شده است. Abstract Supporting the establishment and development of small and medium economic enterprises is one of the basic priorities of the economic development programs in most countries. However, opponents and proponents have largely discussed the effectiveness of small and medium economic enterprises in Iran. With this approach, the purpose of this study is to evaluate the performance of enterprisesʹ early return and will review and evaluate the achievement of goals in the fields of sustainable employment, investment and profitability improvement. For examining these subject, early return enterprises, exploited in the beekeeperʹs sector in the city of Babol during 1386, were selected through a census (50 samples) and compared (using matching methods) with another group of firms that have not used the credits of the early return firms (52 samples). The results of this study revealed that employment and financial diversion of samples were very low. Furthermore, the results obtained from active firms revealed that these credits have had a positive impact on employment, short and long-term investment in this group of firms. However, the employment rate predicted in the projects, in the exploitation year, has not been fully achieved and the cost of intermediaries in this group of firms has increased without any significant effect on short and long-term profitability of this group of firms. According to the results this study, Establish a comprehensive information system, separating the two concepts of new Enterprises and old enterprises, created specialized banks to support small and medium enterprises and attention to the indirect effects the credit is proposed.
