در اين مقاله وابستگي دولت به درآمدهاي بي ثبات نفتي را به عنوان يكي از عوامل اصلي ايجاد بي‌ثباتي سياسي و نااطميناني در سياست كه تحقق توسعه كشور را تحت تاثير قرار داده، مورد بررسي قرار داده‌ايم؛ بي‌ثباتي درآمدهاي دولت به بي‌ثباتي در سياست‌ها و برنامه‌هاي دولت منجر شده كه افزون بر ناتوان كردن دولت در دستيابي به اهداف توسعه، با ايجاد فضاي نا اطميناني و عدم قطعيت تمام جامعه را تحت تاثير منفي خود قرار داده است. از اين رو در شرايطي كه آينده قابل پيش بيني نبوده و امكان برنامه‌ريزي بلند مدت و انجام فعاليت‌هاي زيربنايي و انتظار برگشت سرمايه و كسب سود معقول در فضاي غبار آلود از بين رفته، فعاليت‌هاي دلالي، زود بازده و غير مفيد را به مفيدترين و عاقلانه‌ترين فعاليت‌هاي اقتصادي تبديل كرده است؛ از اين رو نه تنها تحقق اهداف دولت در راستاي توسعه به دليل تلون در سياست‌ها و عدم تداوم در پي گيري برنامه‌ها تا حد زيادي ناكام مانده، بلكه مانع سرمايه گذاري خصوصي، به عنوان موتور توسعه شده است. همين مسايل سبب تداوم وابستگي دولت به صادرات بي‌ثبات، نامطمين و پايان پذير نفتي براي اداره جامعه شده است.
