رهيافتي نظري بر ديپلماسي منطقه‌اي: واحدهاي تجديدنظرطلب در گذار چرخه سيستمي قدرت

ديپلماسي به عنوان يكي از ابزارهاي مهم در تحقق اهداف و منافع ملي كشورها در سيستم بين‌الملل، از همان ابتدا به عنوان يكي از موضوعات مهم و دغدغه‌هاي اصلي در روابط بين‌الملل مطرح بوده است. اما با توجه به ويژگي‌هاي سيستم بين‌الملل، از جمله چرخه قدرت در آن، پيوند بين ديپلماسي و چنين چرخه‌اي از اهميت بيشتري برخوردار بوده است. البته اين موضوع ارتباط زيادي به ديپلماسي منطقه‌اي كشورهاي تجديدنظرطلب دارد. در همين راستا مقاله حاضر بر محور اين پرسش اساسي شكل مي‌گيرد كه چرخه سيستمي قدرت همراه با الگوهاي نظم و نقاط عطف موجود در آن، چه فرصت‌ها و محدوديت‌هايي را براي كشورهاي تجديدنظرطلب و مخالف نظم حاكم در پي داشته و پيامدهاي آن براي ديپلماسي چنين كشورهايي چگونه است؟ بر اين اساس، ما بر اين باوريم كه به دليل ماهيت واقع‌گرايانه سيستم جهاني، پيوند نزديكي ميان چرخه قدرت و ديپلماسي برقرار است. در اين ميان الگوهاي متعددي از نظم از جمله نظم هژمونيك، مهاركننده، كنسرت، موازنه قوا و بي ساختار شكل مي‌گيرد كه كشورهاي تجديد نظر طلب سعي در گذار از آن براي دستيابي به موقعيت برتر دارند؛ لذا با چالش‌هاي متعددي روبه‌رو مي‌شوند كه مي‌توان آن را در قالب جنگ سرد مفهوم سازي نمود و ديپلماسي بايستي پاسخ‌گوي آن باشد. در اين ميان ديپلماسي شبكه‌اي از جمله مدل‌هاي ديپلماسي كارآمد در اين عرصه مي‌باشد. در اين مقاله با توجه به اين موضوع، مدل ديپلماسي شبكه‌اي دولت‌هاي تجديد نظر طلب را در مراحل گذار چرخه قدرت ترسيم مي‌نماييم.

Diplomacy is one of the most important instruments used by states to achieve national goals and interests. Therefore, diplomacy and diplomatic policy making are significant preoccupations of nation-states in the international relations area. But given the characteristics of international system, especially its cycle of power, linkage between diplomacy and cycle of power gains more importance. Of course, this subject is most relevant to regional diplomacy of revisionist states. In this respect and given the systemic cycle of power along with order patterns and its turning points, a question rises on opportunities and restrictions of revisionist states and their impact on diplomacy of such states. This article argues there is a direct linkage between the cycle of power and diplomacy due to the realistic nature of world system. There are different patterns of order in power cycle including hegemonic, controlling, concert and non-structure Nation states undergo transition from one turning point to another to achieve a higher position. Therefore, they face different challenges that can be conceptualized in the Cold War framework. The author believes that the network model of diplomacy can be helpful. This article tries to depict a model of network diplomacy in transition stages of power cycle by revisionist states.
