روسيه و ناكامي ايران در دستيابي به هدف‌هايش در منطقه قفقاز و درياي خزر

Russia and Iran’s Failure to Achieve itsGoals in Caucasus and Caspian Sea

فروپاشي اتحاد شوروي يكي از مهمترين رويدادها در نيمه دوم قرن بيست بوده است. در نتيجه اين فروپاشي ايران با كشورهاي جديدي همسايه شد. باوجود اشتراك‌هاي فراواني كه بين ايران و اين كشورها وجود دارد، روابط بين آنها چندان موفقيت آميز نبوده است و برخلاف انتظارهاي اوليه اين اشتراك‌ها دليلي بر موفقيت ايران در دستيابي به هدف‌هاي خود در اين منطقه نشد. حتي مي‌توان صحبت از ناكامي ايران در دستيابي به هدف‌هايش در ارتباط با منطقه قفقاز و درياچه خزر به ميان آورد. در تبيين علت‌هاي اين ناكامي ما خواستار بررسي نقش روسيه در آن هستيم، نقشي كه تا به‌حال از آن غفلت شده و يا چندان مهم دانسته نشده است. البته اين عامل (روسيه و اقدام‌هايش) را ما با توجه به نظريه نو واقعگرايي قابل فهم مي‌دانيم كه به آن خواهيم پرداخت.

Collapse of the Soviet Union was the world’s most important event in the second half of the twentieth century. The result of this collapse was the emergence of new republics in central Asia and Caucasus. Relations with the new republics of the region Caucasus in spite of many commonalities between Iran and these countries .Iran’s relations with these countries have not reached the initial expectations. It was not so successful, and even against the initial expectations of the common reason Iran didn’t successfully achieve their goals in this area. In explaining the reasons for our failure we review the role of Russia, the role that it had been neglected or has not been considered so important. This paper attempts to explain the reasons for this failure and Russia’s role in this process with a new-realist approach. We consider this factor (Russia and its actions) according to theory of the neo-realism is understandable and we analyze this role according to this theory.
