چكيده فارسي :
امنيت اجتماعي موضوع بسيار مهمي است كه اهميت آن را مي‌توان از كلام نبي مكرم اسلام(ص) دريافت كه امنيت را جز نعمت‌هاي مجهول قلمداد فرموده و تا از بين نرود قدر و ارزش آن شناخته نخواهد شد. برقراري امنيت اجتماعي در هر كشوري يكي از مهم ترين دغدغه هاي مسيولين و مردم به شمار مي آيد. در اين رابطه عوامل و متغيرهاي متعددي دخيل و موثر هستند كه هر كدام در جايگاه خود بايد مورد بحث و بررسي قرار گيرند. امنيت اجتماعي به قابليت حفظ الگوهاي سنتي، زبان، فرهنگ، مذهب، هويت و عرف ملي، با شرايط قابل قبولي از تحول مربوط است. همچنين حفظ تعلقات و پيوندهاي متقابل درون هر يك از واحدهاي اجتماعي و ميان واحدهاي اجتماعي يك جامعه به منظور پاسداري از حيات واحدها و تضمين بهره‌گيري آنان از منافع و ارزش‌ها يا همان فرصت‌ها مي باشد. «فرهنگ» نيز مجموعه پيچيده‌اي است متضمن معلومات، معتقدات، هنرها، اخلاق، قوانين، آداب و رسوم و تمايلات، قابليت‌ها و عادات مكتسبه كه آدمي در حالت عضويت در يك اجتماع حاصل مي‌نمايد. جامعه بالنده و پويا، با تامين امنيت خويش، خاستگاه مناسبي براي تضمين هنجارها و ارزش‌هاي فرهنگي است. از سوي ديگر بالندگي فرهنگي در يك جامعه، ضامن حفظ امنيت، همگرايي و ثبات در حوزه ملي و بين‌المللي است. براي تامين هرچه بهتر امنيت اجتماعي، لزوم درك نقش و تاثير فرهنگ و تاثير آن بر امنيت اجتماعي، امري بسيار حايز اهميت است. بر همين اساس، در اين مقاله پس از مقدمه و تعيين واژه‌هاي كليدي، ابتدا به چيستي و اهميت فرهنگ و امنيت اجتماعي از نظر انديشمندان و صاحبنظران پرداخته شده و در تعاقب به تبيين جايگاه فرهنگ در تامين امنيت اجتماعي خواهيم پرداخت. در نهايت پس از جمع‌بندي و نتيجه گيري، به راهكارهاي پيشنهادي اشاره مي‌گردد.

Abstract
Social security is very important issue that its importance can be received from word of the Holy Prophet of Islam (PBUH) .that he stated security as a blessing of the unknown and until it won’t disappear; It won’t be appreciated and valued .Social security in each country is considered one of the most important concerns of people and authorities .In this regard, a number of factors and variables involved and are effective that each in its place should be discussed.
Social Security with ability to maintain traditional patterns, language, culture, religion, national identity and tradition, is concerned with the acceptable conditions of the development. Also maintain allegiances and mutual bonds within social units and between a community and social units in order to ensure the safeguarding of life and their use of units or interests and values are the same opportunities.
"Culture" is complex and involves the collection of information, beliefs, arts, ethics, laws, customs and aspirations, capabilities and habits acquired in the human condition will result in a community.
Developing and dynamic society, with its security, is a good source to ensure that norms and cultural values.
On the other hand, cultural development in a community, guarantee security, stability and convergence of national and international area.To provide better social security, the need to understand the role and impact of culture and its impact on social security, it is very important. Accordingly, in this paper after the introduction and keywords determine,first, the nature and importance of culture and social security from scholars and experts’ point of view discussed and, in pursuance to establish the place of culture in social security will. Finally after summing and conclusion, the proposed solution be noted.
