تحليل توانمندي ها و چالش هاي توسعه فرهنگي استان خراسان جنوبـي با بهره گيري از مدل SWOT مفيد شاطري محمود فال سليمان محمد حجي پور چكيـده تجربه چند دهه برنامه ريزي و تلاش به منظور نيل به توسعه نشان داد كه در كشورهايي نظير كشور ما، تفوق و پيـروزي در برنامـه هاي توسعـه، تنها بـا ورود فنـاوري و تكنـولـوژي از كشـورهـاي پيشـرفتـه امكان پذير نخواهد بود زيرا عدم هماهنگي آن با فرهنگ جامعه ميزبان، تبعات منفي اي را به دنبال دارد. از سوي ديگر، توسعه جرياني چند بعدي است كه نيازمند تغيير در تمامي زمينه هاي مرتبط با انسان و حتي محيط طبيعي مي باشد. از اين رو، توسعه فرهنگي را مي توان پيش نيازي مبرم در توسعه سرزميني دانست. از آن جا كـه استان خـراسان جنـوبـي داراي سابقـه فرهنگـي – تاريخـي قابـل توجهـي بـوده و ضـرورت برنامه ريزي توسعه محلي و منطقه اي در آن امري اجتناب ناپذير مي باشد، در مقاله حاضر تلاش شده تا با بررسي و تحليل توانمندي ها و چالش هاي پيش روي توسعه فرهنگي اين استان در قالب نقاط قوت، ضعف، فرصت ها و تهديدها به كمك مدل مديريت استراتژيك SWOT، به استراتژي هاي مناسب، جهت تقويت نقش فرهنگ در توسعه استان پرداخته شود. نتايج نشان داد كه در استان خراسان جنوبي عوامل مثبت هم در بعد داخلي و هم خارجي موثر در توسعه فرهنگي، بر عوامل منفي برتري وزني دارند. به عبارت ديگر، اين استان از پتانسيل هاي بالقوه بالايي به منظور توسعه فرهنگي برخوردار مي باشـد ولـي تاكنـون ايـن مسالـه بـه فعليـت مطلـوب نرسيـده است. از اين رو، مي تـوان بـا بهـره گيـري نقاط قـوت و فــرصت هاي مـوجـود در جهـت تعـديل و رفـع نقـاط ضعـف و تهـديـدها اقـدام كـرد. بـر ايـن اسـاس استراتژي هايي به منظور تحقق توسعه فرهنگي استان خراسان جنوبي معرفي گرديد كه راهبرد تدوين برنامه جامع فرهنگي استان به منظور تعيين سياست ها و برنامه هاي آتي به عنوان اولويت اول شناخته شدند. واژگان كليدي: توسعه فرهنگي، استان خراسان جنوبي، مدلSWOT. ?

Hajipoor Abstract: Experience of several decades of programming and trying to develop has shown that in countries like ours, success of development programmes cannot be possible only by importing techniques and technologies from developed countries because lack of coordination of this borrowing with the culture of the host society is followed by negative effects. On the other hand, development is a multidimensional phenomenon which requires some change in all aspects referring to man and even natural environment. Thus, cultural development is supposed to be a primary and obligatory requirement in regional development. Since South Khorasan has got an observable cultural and historical background and the need for local and regional programming and development of it cannot be helped, the present paper tries to study and analyse the capabilities and challenges cultural development is facing to in the form of strengths, weaknesses, chances, and threats by means of strategic management model –SWOT- to enhance the role of culture in the development of the province. The results showed that in South Khorasan the positive factors in the development both internally and externally, have a weight advantage over negative factors. In other words, the province has enormous potential for cultural development but this has not been realized so far. Thus, utilizing the strengths and weaknesses, opportunities and threats in order to adjust and fix the outcome is a possible thing. Accordingly, in order to realize cultural development strategies were introduced in South Khorasan in which the Comprehensive Plan to determine future policies and programs is the first priority.
