منصب رييس در شهرهاي دوره‌ي سلجوقي و پيوستگي‌هاي محلي و اجتماعي آنان

The Dean Raʹʹees Status in the Cities during Saljughids and their Local and Social Interrelationship

در دوره‌ي سلجوقيان به دليل گستردگي قلمرو و تحولاتي كه در شيوه كشورداري و روابط دروني مناسبات قدرت بروز كرد، شرايط مناسبي براي تجربه نمودن دوره‌اي از رشد و تكامل نهادهاي سياسي ـ اجتماعي متناسب با اداره امور محلي شهرهاي آنان بدست آمد. در اين ميان، نقش نخبگان محلي كه در امور مديريتي و اجرايي شهرها مشاركت داشتند، مهم بود، از يك سو به عنوان نخبگان محلي؛ چون حلقه‌هاي وصل‌كننده‌ي جوامع شهري به حكومت سلجوقيان محسوب مي‌شدند و از سوي ديگر عملكرد آنان به عنوان متصديان مقامات مختلف در شهرها، نشان‌گر ميزان برخورداري آن جوامع، از امكان اداره‌ي كارآمد بود. در اين پژوهش، وظايف و عملكرد منصب رييس در دوره سلجوقيان با روش توصيفي ـ تحليلي، مورد مطالعه قرار گرفته است. يافته‌هاي پژوهش مشخص مي‌كند اهميت يافتن موقعيت رييس در شهرها نشان‌گر افزايش نقش نخبگان محلي در اداره‌ي امور شهري بود و گرايشات محلي، ديني و مالي صاحب منصب رييس، پيوستگي وي را به خاندان‌هاي نخبگان محلي كه آنها نيز تمايلات مشابهي داشتند، ناگسستني مي‌كرد.

During Seljuk period because of the vastness of their territory and changes occurred in the governance practices and internal links of power mechanism, appropriate conditions to experience a period of development and evolution of political – Social institutions commensurate with the local government of cities achieved. In this sphere, the role of local elites who participated in the citiesʹ administrative issues was considerable. On one hand, as local elites, they played the role of connecting rings between urban communities to Seljuk administration. And on the other hand, their function as the curators of authorities in cities was an indicative of those communitiesʹ facility and utilization of efficient governance. In this research, the duties and function of Ra’ees in the Seljuk period has been studied by Application of Descriptive - Analytic Method. The increase of local elitesʹ role in the managing of urban affairs due to enhance of Raʹeese position in the cities is one this researchʹs results. Another result of this research is the necessity of emphasize on the importance of growing affiliation and and inextricable connection between Raʹeese and local elites families because of their common local, religious and financial orientations.
