تبيين چارچوب كاركردي سيماي جمهوري اسلامي ايران جهت توسعه قابليت‌هاي انساني

Explaining Functional Framework of IRIB for Development of Human Capacities

هدف اصلي اين پژوهش تبيين كاركردهاي رسانه همگاني سيماي جمهوري اسلامي ايران جهت توسعه قابليت‎‌هاي انساني است. اين پژوهش از نوع كيفي و با استفاده از روش مفهوم‎‌سازي بنيادي (داده‌بنياد) انجام گرفته است. در اين پژوهش با استفاده از روش نمونه‎‌گيري هدفمند و تكنيك گلوله برفي تعداد پانزده نفر از اعضاي هييت علمي رشته‎‌هاي مديريت، علوم تربيتي، جامعه‎‌شناسي، اقتصاد توسعه، ارتباطات و افراد داراي تجربه كاري در حوزه سيماي ج.ا.ايران مورد مصاحبه‎‌هاي عميق نيمه‎‌ساختاريافته قرار گرفتند و سپس داده‎‌هاي حاصل از طريق كدگذاري باز، محوري و انتخابي مورد تعبير و تفسير قرار گرفت. يافته‎‌هاي پژوهش نشان مي‎‌دهد كه اين رسانه، سه كاركرد اصلي جهت توسعه قابليت‎‌هاي انساني ايفا مي‎‌نمايد. اولين كاركرد اين رسانه كه در اين پژوهش شناسايي شده، عبارت است از فراهم‎‌سازي عوامل ميانجي توسعه قابليت‎‌هاي انساني كه از طريق آگاه‎‌سازي، ايجاد انگيزه، توانمندسازي و هدايت اختيار مثبت در انسان صورت مي‎‌گيرد. دومين كاركرد اين رسانه، فراهم‎‌سازي آزادي‎‌هاي فرصت در ابعاد فرهنگي، اجتماعي، اقتصادي، سياسي، قانوني، زيست‌محيطي، اطلاعاتي و حمايتي است كه زمينه و بستر توسعه قابليت‎‌هاي انساني محسوب مي‎‌شوند. در نهايت به‎‌كارگيري استراتژي تغيير نيز كه مبتني بر پيش‎‌فرض انسان فعال به عنوان يك ظرفيت بالقوه است، سومين كاركرد اين رسانه است كه در اين پژوهش مورد شناسايي قرار گرفته است.

The main goal of this research is to explain the functions of the Islamic Republic of Iran Broadcasting (IRIB) as a public medium for the development of human capacities. This is a qualitative research using grounded theory. During the study, purposive sampling method and snowballing technique has been used to select 15 faculty members in the fields of management, educational science, sociology, economics of development, and communications. Also, people with working experience with respect to the IRIB have been exposed to profound, half-structured interviews. The data have been interpreted through open, axial and selective codification. The findings show that this medium has three main functions for the development of human capacities. The first function of this medium which has been identified in this study is to provide factors mediating development of human capacities by enlightening, motivating, empowering and guiding positive option among people. The second function of this medium is to provide cultural, social, economic, political, legal, environmental, information, and supporting opportunities which pave the way for the development of human capacities. Finally, the use of change strategy, which is based on the presumption of active human as a potential capacity, is the third function of this medium which has been identified in this study.
