بررسي علل و پيامدهاي ايجاد سازمان‌هاي متعدد اطلاعاتي

جوهره فعاليت‌هاي اطلاعاتي در هر كشور از سنخ قدرت به شمار مي‌رود و به همين دليل مديريت بر اين فعاليت‌ها از اهميت ويژه‌اي برخوردار بوده و موجب شده تا در همه كشورها حتي مقتدرترين آنها از اينكه تمام اختيارات اطلاعاتي را به يك سازمان بسپارند، اجتناب ورزند. در اين پژوهش با استفاده از مطالعات كتابخانه‌اي و بهره‌گيري از تجارب افراد صاحب‌نظر، علل و عوامل اصلي ايجاد سازمان‌هاي متعدد اطلاعاتي و پيامدهاي مثبت و منفي توزيع فعاليت‌هاي اطلاعاتي مورد بررسي قرار گرفته و در ادامه روش‌هاي مورد استفاده در توزيع اختيارات اطلاعاتي نيز ارايه گرديده است. نويسنده با تحليل داده‌هاي تحقيق، نتيجه‌گيري نموده كه با وجود برخي نارسايي‌ها و هزينه‌هاي اضافي، ايجاد سازمان‌هاي متعدد اطلاعاتي به دليل گستردگي و تخصصي بودن فعاليت‌هاي اطلاعاتي و جلوگيري از پيامدهاي زيان‌بار، تمركز قدرت براي كشورها و افراد جامعه يك ضرورت بوده و براي كاهش نارسايي‌ها و هزينه‌ها و پيشگيري از كارهاي موازي و ناهماهنگي‌ها، پيشنهاد شده تا مركز اطلاعات ملي با ساختار مناسب و زير نظر عالي‌ترين مقام كشور تاسيس گردد.

Abstract National security intelligence activities can be called a power and that’s why the leadership of these activities is highly critical and because all nations even the most powerful ones avoids transferring of the whole nation security intelligence to just one organization. In this research the main reasons of establishing several security intelligence organizations and positive- negative feedbacks in sharing security intelligence by help of academic studies and authorities experiences is studied and the following is the representations of intelligence sharing methods. The writer, by using output analysis has resulted this fact that notwithstanding the inadequacies an extra costs for establishing of several security intelligence organizations for the reason of vast of intelligence activities and being special and preventing damages the centralization of power for countries and society is necessity and it is suggested that in order to decrease inadequacies and coasts and preventing to perform tasks anew, a national intelligence center with the highest political powers observation should be found.
