تهديدهاي «انتظامي – امنيتي» فضاي توليد و تبادل اطلاعات و بايسته‌هاي مديريت پيشگيرانه ناجا

چكيده گستره مفهوم امنيت در شبكه در پنج حوزه سياسي، اقتصادي، فرهنگي، اجتماعي و قضايي ريشه دوانده كه نبود بسته سياستي منسجم براي مديريت پيشگيرانه تهديدهاي احتمالي در فضاي مجازي، مي‌تواند زيربناي توسعه امنيت انتظامي مطلوب را با چالش‌هاي جدي مواجه كند. از طرفي هر گونه نگاه سطحي نسبت به تهديدهاي انتظامي - امنيتي كشور در محيط مجازي، مي‌تواند نطفه شكل‌گيري وقوع بحران‌هاي پنج‌گانه منزلت، مشروعيت، نفوذ، توزيع و مشاركت را در سياست‌هاي كلان انتظامي برنامه پنجم و سند چشم‌انداز به وجود آورد. از آنجا كه در جوامع امروزي حضور پليس در قلمرو مجازي براي كنترل بسياري از ناهنجاري‌هايي كه ممكن است در اين محيط شكل بگيرد، ضروري است؛ لذا قبل از استفاده از اين فضا براي تبادل اطلاعات، پژوهش و تحقيق و... بايستي اين پديده را به درستي شناخت و با توجه به التزام حضور ناجا در قلمرو مجازي؛ تهديدهاي مربوطه را شناسايي و اقدام پيشگيرانه را به عمل آورد. در اين تحقيق بر آنيم كه با روش تحقيق تحليلي و استنباطي و با پاسخگويي به سوالات، استدلال كنيم كه: 1- متناسب با پيچيده‌تر شدن روابط و شبكه‌هاي اجتماعي در عصر پست مدرنيته، بر اهميت افزايش امنيت شبكه و بررسي فرصت‌ها و آسيب‌هاي احتمالي آن بر ابعاد مختلف اقتصادي، فرهنگي و سياسي افزوده شده كه بايد به عنوان يكي از بنيان‌هاي توسعه امنيت ملي مورد توجه متوليان امر قرار گيرد. 2- عملكرد صحيح پليس در فضاي مجازي به عنوان حافظ امنيت در محيط وب و يا حامي ايستگاه‌هاي واقعي در برقراري امنيت در محيط واقعي، علاوه بر تلاش در درك صحيح قابليت‌هاي اين فضا و به‌كارگيري صحيح آنها محتاج قانون‌گذاري‌هاي سودمند در اين حوزه نيز است.

Abstract Range of the concept of Security in Network in grained in five areas of political, economic, cultural, social and judicial; that lack of a coherent political pack age for protective management of possible threats in cyber space can en counter the infrastructure of good development security Police serious to heavy challenges .In other hand any kind and level of surface look toward Police-security Threats of the country in the virtual environment can make germ off or mat ion and occurrence five foundation crisis the prestige, legitimacy, penetration, distribution and participation in the macro policies of Fifth plan and perspective document. Since presence in the modern societies, the police in the virtually territory of to control manyab normality es that maybe for med in this environment is essential; There fore before using this space to share information ,research, and etc .Should the phenomenon correctly be identify and with respect to NAJAʹs pledge obligations in the virtual realm; Identify relevant threats and to take preventive action .In this study we try by the method of analysis and inference research and answering questions, arguingthat:1- Proportional to the complexity of relationships and social network sin the postmodern era, the importance of network security and the potential port unities and damage on various aspects of economic, cultural, political, added that as one of the found at ions of development of national security to be interest toadministrators.2-Policefunctioningin cyberspace as security keeper in the Weber a and or supportive real environment at stations in maintain security in areal environment, in addition to a proper under standing of the capabilities and their proper use of the space also need beneficial policy making in this area.
