نقش فرماندهان و مديران در صيانت امنيتي كاركنان ناجا و راهكارهاي ارتقاي آن (مطالعه موردي؛ تعداد چهار سركلانتري فرماندهي انتظامي تهران بزرگ در سال 1390)

Commanders and managers roles in NAJA employees’ protective security and its promotion techniques

چكيده اصلي ترين وظايف سركلانتري هاي پليس پيشگيري فاتب؛ نظارت بر دريافت و گزارش آمار جرايم كلانتري‌هاي حوزه استحفاظي، طبقه بندي جرايم، تجزيه و تحليل و ريشه يابي علل و انگيزه ارتكاب جرايم و ارايه نظريه‌هاي كارشناسي در خصوص جلوگيري يا كاهش جرايم مي باشد. بر اساس يافته هاي اين تحقيق، ارتقاي نقش هاي استفاده از خلاقيت و ابتكار كاركنان، بهره‌گيري از نبوغ و توان بالقوه آنان در طرح هاي صيانتي و حفاظتي، در دسترس بودن اطلاعات براي استفاده مديريت عالي، ارتقاي دانش و اطلاعات تخصصي و تجربي، ايجاد سيستم اطلاعات براي نظارت و كنترل كاركنان، توجه به عوامل روحي و رواني كاركنان به منظور ارتقاي صيانت امنيتي، شايسته گزيني در مناصب مديريتي با اخذ نظريه امنيتي از حفاظت اطلاعات، تشويق خلاقيت هاي فردي كاركنان براي صيانت از كجروي‌هاي امنيتي، مربوط بودن اطلاعات به منظور پيشگيري و صيانت از سردرگمي كاركنان، به هنگام و به موقع بودن اطلاعات، بيشترين تاثير را داشته و در اولويت‌هاي اول تا دهم قرار دارند. نتايج حاصله بيانگر اين است كه نقش هاي ارتباطي، اطلاعاتي و تصميم گيري فرماندهان و مديران در صيانت امنيتي كاركنان ناجا تاثير يكساني داشته و راهكارهاي ارتقاي آن به ترتيب اولويت: تصميم گيري، اطلاعاتي و ارتباطي مي باشند.

Abstract The main duties of head police station of FATEB proventional police, are monitoring of receiving and reporting crime statistics of reasons and motivations of crime committing and providing professional theories regarding to prevent or reduce of crime. Based on the findings of this research, improving the role of using of creativity innovation of employee stake advantage of their talent and potential in the preservation and conservation projects, the availability of information to top management, to promotes pecialized knowledge and experience, creating an information system to monitor and control staffs, noting to mental health of staffs to promote the preservation of the security, good security protection, good selecting in leader ship positions by obtaining the security view from the intelligence protection, encouraging individual creativity to protect security errors, to receive relevant information in order to prevent and protect from employees’ confusion and the timeliness of the information, had the greatest impact and they are the first to tenth priorities. Obtained results indicate that communicational roles ,intelligential and decision-making of commanders and managers on these curity protection of NAJA employees had the same effect and its’ promotion techniques in order to preference are: decision making, informational and communicational roles.
