بررسي تطبيقي نظام بودجه‌ريزي ايران با قانون بودجه كشورهاي منتخب

A Comparative Study of Iranian Budgeting System with Budget Laws of Chosen Countries

نظام بودجه‌ريزي ايران طي دهه‌هاي گذشته ازلحاظ ساختار، سازوكارها، قوانين و مقررات تحول چنداني نداشته است. حال آنكه مطابق قانون اساسي و قانون برنامه چهارم توسعه، تهيه قانون بودجه و تحول نظام بودجه‌ريزي كشوري ضرورت داشته است. قانون برنامه و بودجه مصوب سال 1351 با گذشت حدود چهار دهه، جواب‌گوي نيازهاي نظام بودجه‌ريزي فعلي كشور نيست و اصلاح و به‌روزآوري اين قوانين را مي‌طلبد. نظام فعلي بودجه‌ريزي كشور در زمينه‌هاي مختلف مشكلات متعددي دارد كه از جمله مي‌توان به تداخل مسيوليت‌ها و اختيارات قواي مقننه و مجريه در نظام بودجه‌ريزي، تهيه بودجه براساس وضع موجود دستگاه‌هاي اجرايي و نه ماموريت‌هاي قانوني محوله به دولت،‌ تهيه بودجه‌هاي صرفاً مالي به‌جاي بودجه‌هاي مالي ـ عملياتي، تمركز در نظام بودجه‌ريزي و نبود ساختارهاي لازم براي استقرار نظام بودجه‌ريزي عملياتي اشاره كرد. بسياري از اين مشكلات با اصلاح قانون بودجه‌ريزي كشور و وضع مقررات مناسب برطرف مي‌شود.

During last decades, Iranian budgeting system has been changed neither structurally and functionally nor legally. Whereas according to the constitution and the forth development plan, drafting of budget law and changing Iranian budgeting system have been so necessary. Iranian budget and plan law ratified in 1972 cannot be fulfilled the requirements of Iranian budgeting system during about four decades and it should be amended and updated. The Iranian budgeting system has many problems in different fields such as the interference of the executive and the legislative powersʹ responsibilities for budgeting system, drafting of budget law on the basis of administrationsʹ status quo instead of the stateʹs assigned duties, only drafting of financial budget laws rather than operational-financial budgets, focusing on budgeting system but lack of the necessary structures to establish operational budgeting system. Finally, it is concluded that most of these problems are removed by the enactment of law and the amendment of Iranian budgeting laws.
