ارايه الگوي انتخاب مناسب ترين روش انتقال فناوري با استفاده از تكنيك فرايند تحليل سلسله مراتبي؛ مطالعه موردي شركت ايران خودرو ديزل

Proposing the most Appropriate Selection Model of TechnologyTransfer Method, with Using Analytical Hierarchy Process Technique: a Case Study in Iran Khodro Diesel Company

انتقال فناوري فرايند حساس و پيچيده اي است كه اگر با آگاهي و پژوهش صورت نگيرد، هزينه ها و زيان هاي هنگفتي را به دنبال خواهد داشت. از آنجا كه مخاطب اين فرايند عمدتاً كشورهاي در حال توسعه هستند، مي توان عنوان نمود كه مطالعه و بررسي روند اكثر فناور يهاي انتقال يافته به كشورهاي در حال توسعه، عموماً بيانگر ضع فهايي است كه به دليل ناآگاهي از شرايط، وضعيت و نيازهاي موجود و همچنين سياست ها و اهدافي كه انتقال دهنده فناوري آنها را دنبال مي نمايد، منجر به شكست هاي جبران ناپذيري گشته و متقاضي را از دستيابي به اصل فناوري باز مي دارد. از اين رو در اين پژوهش به دليل اهميت فناوري و انتقال آن در صنايع خودرو سازي، ضمن تمركز بر عوامل تاثيرگذار بر اين فرايند در شركت ايران خودرو ديزل كه جز بزرگترين و مهمترين خودروسازان داخلي مي باشد، تلاش شده است تا نقاط ضعف و عواملي كه بر تضعيف اين فرايند دامن مي زند، و نيز آن دسته از روش هاي انتقال فناوري كه متناسب با سياست ها و راهبردهاي ملي، وابستگي كمتري را به دنبال دارد كشف و شناسايي شده و در ادامه پس از بحث با به مقايسه ،Expert Choice خبرگان و نظرسنجي از متخصصان اين عرصه و با بكارگيري مدل فرايند تحليل سلسله مراتبي در نرم افزار هر يك از معيارها و روش هاي موجود پرداخته و برترين روش ها به ترتيب اولويت معرفي شوند. در نهايت تمامي نتايج و دستاوردهاي پژوهش در قالب الگوي انتخاب مناسب ترين روش انتقال فناوري و طرح الگوريتمي كه به سهولت تصمي مگيري در اين انتخاب ياري مي رساند و به ساير شركت هاي فعال در اين صنعت نيز پيشنهاد م يگردد، خلاصه مي شود.

Technology transfer is a sensitive and complicated process that if not done with knowledge and research, will lead to costs and also huge losses. while the audience of this process are mainly developing countries, it can be noted that studying and investigating the process of technology transfer to developing countries, generally shows weaknesses due to ignorance of the terms, conditions and requirements available, and also the policies and goals of technology transfer, that transferor will follow them, leading to irreversible failures, and the applicant has prevented from obtaining the original technology. Hence, in this study, due to the importance of technology and its transfer in the automobile industry, while focusing on the factors influencing this process in Iran Khodro Diesel Company, that is among the largest and most important domestic automakers, it has been tried that the weaknesses and factors that influence the process and provoke these weaknesses have been detected. Also those transfer methods of technology which are according to national polices and strategies, have led to less dependence, and further, after discussion with experts and specialists in this field survey, and using process models, hierarchical analysis, in the Expert Choice soft wear, to compare any of existing standards and methods are discussed, and the best methods, in order of preference, are introduced. And finally, all research results and achievements are summarized in terms of the most appropriateselection model of technology transfer method, and algorithm design, which help to facility decisionmaking in this selection, and also recommended to other companies in this industry.
