Security Evaluation of the "West": an Iranian Approach

طرح گفتمان ايجابي در حوزه مطالعات امنيتي به اصلاح ديدگاه‌هاي امنيتي و ارتقاي آن‌ها منجر شد. به‌گونه‌اي‌كه ارزيابي امنيتي را، از تهديدشناسي صرف پديده‌ها، به فعاليتي‌ جامع و مشتمل بر شناسايي «فرصت‌ها و تهديدها» تبديل كرد كه براي طراحي راهبردهاي امنيتي به‌مراتب مناسب‌تر و موثرترند. نويسنده، در نوشتار حاضر با پرسش از «ارزيابي امنيتي غرب»، مجموعه تهديدهاي ناشي از عملكرد غرب درقبال جمهوري اسلامي ايران را بررسي كرده است و با استفاده از گفتمان ايجابي امنيت، به شناسايي محورهاي امنيتي اصلي در مناسبات غرب با جمهوري اسلامي ايران پرداخته و پنج مولفه اصلي را معرفي كرده است كه عبارت‌اند از فرصت ـ تهديد‌هاي غرب در حوزه‌هاي «امنيت و هويت»، «امنيت و كارامدي»، «امنيت و بوروكراسي»، «امنيت و اخلاق»، و «امنيت و انسانيت». از تحليل مولف بر‌مي‌آيد كه، به‌رغم اهتمام غرب به تهديدسازي براي ايران، به‌سبب مبادي معتبر نظام اسلامي شكل‌گيري فرصت‌هاي ممكن مشابه در محورهاي مذكور براي ايران فراهم مي‌شود. ازسوي ديگر، در‌حالي‌كه اهتمام اصلي غرب به توليد تهديدهاي نرم‌افزاري است مزيت نسبي ايران نيز در حوزه مقابله نرم‌افزاري است. بنابراين، توان و امكان مديريت اين تهديدها و امنيت‌سازي براي جمهوري اسلامي ايران بسيار زياد ارزيابي مي‌شود.

Introduction of a positive discourse in the field of security studies led to correction and elevation of security views so that security evaluation changed from the mere "knowledge of threats" to some comprehensive activity which includes the recognition of "opportunities and threats" and is much more suitable and influential for designing security approaches. Having questioned about "security evaluation of the West", in the present writing, the author has posed questions about opportunities-threats resulted from the Westʹs functions for the Islamic Republic of Iran. Using the positive discourse of security, the author has proceeded to recognize main security lines in the relations between the Islamic Republic of Iran and the West. In this regard, he has introduced five main components which are as follows: opportunities-threats of the West in the fields of "security and identity", "security and efficiency", "security and bureaucracy", "security and morality", and finally "security and humanity". The analysis made by the author suggests that, in spite of attempts made by the West to create threats against Iran and because of the firm foundations of the Islamic Republic of Iran, we find similar actual and potential opportunities for Iran along the above lines. On the other hand, while main attempts made by the West are to create soft threats against Iran, the relative advantage of Iran lies in the field of soft encounter. Thus, potential of managing such threats and creating security for the Islamic Republic of Iran is assessed to be very high.
