Principles of Foreign Policy in the Supreme Leaderʹʹs Ideas

پس از گذشت سه دهه از عمر نظام مقدس جمهوري اسلامي ايران و گذر از مراحل صعب تثبيت، سازندگي، و عدالت‌گستري بررسي اين نكته ضروري مي‌نمايد كه آيا اين نظام به اصول اوليه و مباني اسلامي خود، كه علل محدثه آن بودند، پاي‌بند مانده است يا همانند بسياري از انقلاب‌ها در مسير برخورد با واقعيات بين‌المللي و داخلي از مباني خود عدول كرده است. پاسخ به اين سوال در حوزه سياست خارجي چون انعكاسي از سياست داخلي هر نظام و عرصه تحولات سريع و اجتناب‌ناپذير است مي‌تواند تاحدودي زمينه را براي تعميم آن به ديگر عرصه‌ها نيز آسان‌تر كند. براساس قوانين مندرج در قانون اساسي جمهوري اسلامي، مقام معظم رهبري بالاترين مقام را براي تصميم‌گيري‌هاي كلان در سياست خارجي نظام دارد. مطالعه بيانيه‏ها و سخن‌راني‏هاي رهبر معظم نشان مي‌دهد ديدگاه‌هاي وي برمبناي اصول فقهي و ديني است؛ همان اصولي كه منشا پيدايش انقلاب بود و هم‌چنان برمبناي آن مواضع و ديدگاه‌ها اخذ مي‌شود و طي دوران پس از انقلاب تاكنون هيچ تغييري در اين مواضع ايجاد نشده است و مويدي بر فرضيه اين مقاله است كه انقلاب اسلامي ايران هم‌چنان بر اصولي پاي مي‌فشارد كه موجب و علت بروز و ظهور آن بوده است.

Three decades after establishment of the sacred Islamic Republic system which has passed through hard stages of establishment, construction, and developing justice, it should be found that whether this system has remained committed to its own primary principles and Islamic foundations which have been causes producing it or, like many other revolutions, faced by international and domestic realities, it has violated its own principles. Foreign policy is a mirror of the domestic policy of each and every political system and a field of fast and unavoidable developments. Thus, if the above question is replied in this field, it may facilitate generalization of the reply to cover other fields as well. According to the articles of the Constitution of the Islamic Republic, the Supreme Leader is the highest official making large-scale decisions in foreign policy of the system. Study of statement and speeches of the Supreme Leader shows that his views are based on juridical and religious principles from which the Revolution originated. And, in the course of the Revolution, decisions have been made on the basis of the same principles and no change has been made in these positions. This confirms the hypothesis of the article that the Islamic Republic of Iran is still emphasizing principles from which it has originated.
