Prevention of Administrative Corruption Emphasizing Information Technology

فساد اداري از جمله جرايم و معضلاتي است كه همه دولت‏ها‏ در صدد مبارزه با آن مي‏باشند. جرايم زير گروه فساد اداري از زمره جرايم يقه سفيدي است كه از پيچيدگي‏ها‏ي خاصي برخوردار مي‏ باشد و با روش‏ها‏ي متنوعي ارتكاب مي‏يابد. غالباً منشا اين گونه جرايم، سو استفاده شخصي كارمندان از منابع عمومي و نيز بهره بردن از زواياي تاريك، مبهم و غير شفاف امور اداري است. در مقابل، روش‏ها‏ي مقابله و پيشگيري از آن از موضوعات مهمي است كه همواره در كانون توجه دولت‏ها‏ قرار داشته است. اگرچه سياست جنايي دولت‏ها‏ همواره در جهت مبارزه با فساد اداري بوده، ولي ابزارهاي لازم براي اعمال اين سياست محدود بوده است. پديداري فناوري اطلاعات، امكان و مجالي مطلوب براي ايجاد دولت الكترونيك و درنتيجه پيشگيري از اين قبيل جرايم تلقي مي‏گردد. نوشتار حاضر، ضمن بحث در مورد مفهوم و ويژگي‏ها‏ي فساد اداري، اهميت كاربرد فناوري اطلاعات براي شفاف سازي و نيز تسهيل اجرا قوانين مرتبط با آن را تبيين مي‏نمايد.

Administrative Corruption is including the crimes and problems which all governments seek to fight against it. The administrative corruption subgroup crimes are among white-collar crimes with their particular complexities and the various methods of commission. The origins of such crimes often are the employee’s personal abuse of public resources and taking advantage of the dark and opaque aspects of administrative affairs. Reciprocally, the methods of its confrontation and prevention are of important issues that have always been focused by governments. Although the governments criminal policies have always been in order to fight administrative corruption, but the necessary tools for applying this policy have been limited. The emergence of information technology is a desirable possibility and opportunity to establish e-government, and thus the prevention of such crimes. This article, while discussing the concept and characteristics of corruption, explains the importance of application of information technology for transparency and facilitation of enforcement of related laws.
