Site Selection for Fire Station in Gorgan City Using Geographic Information Systems

هدف اصلي تاسيس ايستگاه‌هاي آتش نشاني تامين بخشي از امنيت شهر در راستاي اهداف از قبل تعريف شده آنها مي‌باشد. لازمه رسيدن به اين هدف، اعمال ديد سيستماتيك و يكپارچه به عناصر شهري بصورت ميكرو و جهت‌دهي ساختار شهر در قالب ماكرو است كه اين مهم در قالب استفاده از سيستم‌هاي اطلاعات جغرافيايي (GIS) تا حد زيادي دست يافتني است. در تحقيق حاضر، هدف اصلي، تعيين بهترين مكان‌ها براي تاسيس ايستگاه‌هاي آتش نشاني شهر گرگان يا جابجايي مكاني برخي از آنها (درصورت لزوم) مي‌باشد. بدين‌منظور در ابتدا و پس از تعريف مدل مفهومي، ضوابط موثر در مكان‌يابي ايستگاه‌هاي آتش نشاني مشخص شده و اطلاعات مرتبط با هر يك از آنها آماده‌سازي گرديد. در مرحله بعد و از ميان مدل‌هاي ارزيابي تصميم‌گيري چندمعياره، فرايند تحليل سلسله مراتبي تحليلي (AHP) به‌عنوان مدل مورد استفاده در وزن‌دهي معيارها در قالب مقايسات زوجي و بر اساس نظرات كارشناسان اعمال گرديد. پس از جمع‌آوري نظرات كارشناسان و به‌منظور جلوگيري از ورود برخي از نظرات احتمالي غيركارشناسي، مقادير سازگاري قضاوت‌ها، محاسبه گرديد و پس از قابل قبول واقع‌شدن مقادير CR، از اين اوزان جهت بررسي‌هاي بعدي استفاده گرديد. از بين مدل‌هاي تركيب، مدل منطق فازي و در قالب استفاده از توابع عضويت كه اكثراً بصورت كاربر مبنا بودند، بكارگرفته شدند. با توجه به اهميت تحليل شبكه و نقشي كه GIS مي‌توانست در بررسي شبكه حمل و نقل شهري گرگان داشته باشد، در بخشي مجزا، قابليت‌هاي تحليلي آن در انجام برخي از آناليزهاي معمول از جمله بهينه‌ترين مسيرها براي حركت ماشين‌هاي آتش نشاني از ايستگاه به محل وقوع حادثه و همچنين محدوده خدماتي ايستگاه‌ها در اوج بار ترافيك شبكه شهري (ساعت 5/11 صبح) مورد بررسي قرار گرفت، وجود همپوشي‌هاي مكاني بالا در بين ايستگاه‌ها در برابر خلاهاي خدمات رساني در بخش‌هاي ديگري از شهر، مي‌تواند مويد مكان گزيني ناعادلانه فضايي خدمات رساني ايمني شهر باشد. لذا پس از اولويت‌بندي مناطق مختلف شهر در جهت تاسيس ايستگاه‌ها، با در نظر داشتن موقعيت كنوني آنها از يك طرف و جابجايي پنجره‌اي نقاط در نقشه اولويت‌بندي شهر و در تناظر با شبكه حمل و نقل شهري، مكان‌هاي جديد پيشنهاد شدند.

Fire fighting stations are one of the elements of public security in the cities. To make them have the supposed role in public security, we should look at different urban facilities in detail and lead the city structure as a whole. Appropriate site selection of fire fighting stations is one of the most important obligations of the city planners, which should be carefully planned and implemented. He better site selection is meant to avoid waste of resources in one hand and better capability of the stations on the other hand. In this research, the best sites for the construction of new stations and moving of those stations with improper location in Gorgan city has been studied. First, conceptual model of the study was defined; then, spatial layers and other information about site selection of the stations collected. In the next session, Analytical Hierarchy Process from the MCE model used to assign weights to spatial layers. This process was done based on the expertʹs views and pair wise comparison method. After collection of expert views and in order to avoid wrong views, judgment compatibility amounts were calculated. After accepting of CR values, these weights used in future analyses. Fuzzy logic model, using weights of membership functions employed as combination model.Network analysis, one of GIS spatial functions, used to find the best routes from fire stations to affected area and service areas of each station. Based on the analyses of this section and field checks, gave good attitudes in terms of stations functionality. Big overlaps between different stations service areas in some parts and gaps of coverage (where no station covered those areas) in other parts are indicate that security services are not well allocated in the city. Regarding to the locations of current stations, new stations proposed using a moving window on the potential sites map. This last map was prepared using two criteria, available land for new construction and sites where a fire station needed most urgently.
