رابطه ميان سرمايه اجتماعي و نقش پليس در پيشگيري از جرايم

The relation between social capital and the role of the police in crime prevention

در كشور ما، پليس يكي از مهم‌ترين سازمان‌ها و تشكيلاتي است كه مسيوليت برقراري نظم و امنيت را در جامعه بر عهده داشته و پيشگيري از جرايم در ابعاد گوناگون فردي و اجتماعي، ارتباط مستقيمي با حضور و عملكرد اين سازمان دارد. در خصوص ضرورت موضوع سرمايه‌‌ي اجتماعي مي‌توان به چند نمونه از كاركردهاي مهم سرمايه‌‌ي اجتماعي براي پليس به‌شرح زير اشاره كرد. 1. سرمايه‌ي اجتماعي باعث افزايش سطح آگاهي اجتماعي مي‌شود؛ 2. سرمايه‌ي اجتماعي باعث اجتماعي‌شدن و فرهنگ‌پذيري شده و در واقع تمريني براي زندگي اجتماعي همراه با آزادي و دموكراسي است؛ 3. سرمايه‌ي اجتماعي باعث خود اتكايي، خودباوري و خودشناسي مي‌شو؛ 4. سرمايه‌ي اجتماعي باعث برآورده‌شدن نيازهاي افراد در زمينه‌هاي فردي، اجتماعي، فرهنگي و اقتصادي مي‌شود (غلام‌رضايي، 1376: 121). روش تحقيق در اين مقاله مبتني بر مطالعات اسنادي، كتابخانه‌اي و استفاده از دستاوردهاي پژوهشي تحقيقات فرادستي است. نتايج اين مقاله گوياي اين واقعيت است كه مسير اعتمادسازي پليس بايد با روند جامعه‌پذيري اعضاي جامعه هماهنگ و سازگار باشد. اگر مردم درك كنند و ببينند كه پليس با ارزش‌ها و هنجارهاي جامعه‌ي‌شان هم‌نواست، آنگاه اعتماد و اطمينانشان به پليس بيشتر و هم‌نوايي‌شان با جامعه افزايش خواهد يافت. علاوه بر اين اگر نهادهاي آموزشي (مثل مدارس و دانشگاه‌ها) و انتظامي با آموزش و تقويت اعتماد اجتماعي در بين خانواده‌ها و افراد جامعه گام بردارند و صدا و سيما با توليد و پخش برنامه‌هاي مختلف در جهت فرهنگ‌سازي در بين مردم براي كمك و همياري به ديگران و تقويت اعتماد اجتماعي و انسجام اجتماعي نقش ايفا كند، آن‌گاه شاهد كاهش جرايم و تحقق امنيت اجتماعي خواهيم بود. شاه‌بيت اين مقاله فراهم‌كردن زمينه‌هاي لازم براي مشاركت مردم در عرصه‌هاي مختلف با پليس است تا از بروز گسست «مردم و پليس» جلوگيري شود. هر روندي كه نيروي پليس را از مردم دور سازد، در واقع روندي «منفي» براي سرمايه‌ي اجتماعي و در نتيجه بستري براي افزايش جرايم خواهد بود.

In our country, the police are one of the most important organizations which are responsible for maintaining order and security in society. Crime prevention in both individual and social aspects has a direct relation with police presence and performance. To mention the necessity of social capital some of its main functions are as below: 1. Social capital leads to increase in the level of social awareness. 2. Social capital leads to socialization, openness and is, in fact, a practice for a social life with freedom and democracy. 3. Social capital leads to self-reliance, self-confidence and self-discovery. 4. Social capital leads to supply of peopleʹs individual, social, cultural and economic needs (Gholam Rezae, 121:1376). The method of the research is based on documentary studies, library studies and taking use of research achievements of high ranks. The results indicate that the police earning the communityʹs trust must be in harmony with society members in a welcoming manner. If the people comprehend that the police are on side with their societyʹs values and norms, they will then trust the police and their siding with society intensifies. In addition, if the educational centers (such as schools and universities) step forward by educating and reinforcing social trust amongst families and society members and also the IRIB takes role by producing and broadcasting programs to promote mutual assistance and to reinforce social trust and social cohesion, then we will see crime reduction and social security. The main point of this article is to provide the necessary grounds for people participation in different areas with the police in order to prevent the «people-and-police» rupture. Each process which separates the police force from people will be in fact a «negative» process for social capital and subsequently a ground for a rise in crime.
