چكيده
در سالهاي اخير، محققان اجتماعي در ايران و جهان تحت فشار بودهاند كه نتايج تحقيقات خود را كاربردي كنند، بهنحوي كه در خدمت سياستگذاري باشد. در نتيجه، ارزش و اعتبار علوم اجتماعي در فايده آن ديده ميشود. در اين مقاله ابتدا مفاهيم پژوهش، كاربرد و سياستگذاري بررسي ميشوند و سپس عوامل و موانع تاثيرگذاري پژوهش بر سياستگذاري مورد مطالعه قرار ميگيرند. در نهايت، وضعيت خاص ايران، خصوصيات پژوهشهاي اجتماعي و سياستگذاري و رابطه بين اين دو بررسي ميشوند. از جمله يافتههاي اين مقاله آن است كه ?. رابطه پژوهش و سياستگذاري اجتماعي اغلب نامحسوس، غيرمستقيم و بلندمدت است. 2. كيفيت و موفقيت پژوهشهاي كاربردي و پژوهشهاي پايهاي به سرمايهگذاري در هر دو بستگي دارد و ?. كاربرديشدن پژوهشهاي اجتماعي در ايران بيش از هر چيز و پيش از هر چيز نيازمند تغيير سازمان سياسي و اداري پژوهش در كشور است نه تغيير در سطح پژوهشگران.

Utilization of the Social Science Research in Policy Making:
The Iranian Anxieties and Global Precedents

In recent years, social scientist have come under increasing pressure to contribute to applied, policy-oriented research both in Iran and in the global context. As a result, their success and failure is seen, increasingly, in light of their use and utility. This article critically considers the concepts of ʹresearchʹ, ʹutilityʹ, and ʹpolicy makingʹ. Next, it will focus on the factors that facilitate or hinder the application of research in policy making. Lastly, it examines the historical and current characteristics of applied and policy-oriented social research in Iran. Among other things, this article argues that the connection between research and social policy making is often indirect, invisible and long term; the quality and success of both applied and basic research depends on long term investment in both types of research; and improving connections between social research and social policy in Iran depends, first and foremost, not on researchers but on change at the political and bureaucratic levels of research organization.
