بررسي نقش دولت در بهبود روند ايجاد و توسعه كسب و كارهاي دانش‌بنيان

A Study on the Role of Government in Improving the Process of Launch and Development of Knowledge-based Businesses

در زمينه كسب و كارهاي دانش‌بنيان كمتر پژوهش كاربردي انجام شده است. از طرفي با شناسايي عوامل كليدي موفقيت در ايجاد و توسعه كسب و كارهاي دانش‌بنيان مي‌توان بسترهاي لازم را براي ايجاد و توسعه اين شركت‌ها شناسايي كرده و در راستاي پياده‌سازي آنها گام برداشت. بر اين اساس هدف پژوهش حاضر1، شناسايي و اولويت‌بندي فعاليت‌هاي كليدي قابل اجرا توسط دولت در راستاي كمك به بهبود روند ايجاد و توسعه كسب و كارهاي دانش‌بنيان مي‌باشد. اين پژوهش از نظر هدف كاربردي و از لحاظ نحوه‌ گردآوري اطلاعات، توصيفي از نوع پيمايشي مي‌باشد. جامعه آماري پژوهش، همه شركت‌هاي دانش‌بنيان مستقر در مراكز رشد و پارك‌هاي علم و فناوري دانشگاه‌هاي شهر تهران است. از پرسشنامه براي جمع‌آوري داده‌هاي مورد نياز در اين پژوهش استفاده شده است. براي تجزيه و تحليل داده‌ها از آزمون خي-دو و براي رتبه‌بندي شاخص‌ها از تحليل واريانس فريدمن استفاده شده است. نتايج حاصل از پژوهش بيانگر اهميت زياد نقش دولت در كمك به بهبود روند ايجاد و توسعه كسب و كارهاي دانش‌بنيان است كه اين مهم از طريق فعاليت‌هايي كه در صدر آنها حمايت‌هاي مالي دولت قرار دارد، امكان‌پذير مي‌باشد. از اين رو مي‌توان گفت دولت بايد در اين راستا اقدامات گسترده‌اي را آغاز كند و اين امر مورد توجه مسيولين دولتي ذيربط قرار گيرد. در پايان نيز پيشنهاداتي بر اساس نتايج اين پژوهش ارايه گرديده است.

In the “knowledge-based businesses” research field, few applied studies have been conducted yet. Meanwhile, by identifying the critical success factors in starting-up and development of knowledge-based businesses, we can recognize necessary contexts for these targets and take steps toward implementing them. Accordingly, the main purpose of this research is identifying and prioritizing the key activities to be carried out by government in order to improve the process of starting-up and development of knowledge-based businesses. The method of this study in terms of purpose was applied research, and in terms of data gathering was the descriptive survey. The target population of the study included all knowledge-based corporations deployed in incubators and science and technology parks of universities in Tehran. To gathering required data for this research, the questionnaire has been used. Chi-squared test was used to data analysis, and Friedman’s analysis of variance was applied to rank the parameters. The results of this study revealed that improving the process of starting-up and development of knowledge-based businesses is possible through government’s some key activities which “financial supports of government” is placed on top of them. Hence, it can be said that the government should start broad efforts in this regard, and this issue should be considered by relevant government authorities. At the end, the recommendations based on the research results are presented.
