الگوي تعاملي توانمندسازي از طريق مشاركت‌هاي اجتماعي در كميته امداد امام خميني(ره) با رويكرد مسجد محوري

Interactional Model of Enabling Via Social Participations in Imam Khomeini(rah) Relief Foundation(IKRF) Through Mosque-oriented Approach

در اين نوشتار، ضمن بررسي مشاهدات ميداني و مصاحبه‌ و نظرخواهي از خبرگان مسيول بخش عرضه خدمات حمايتي كشور با توجه به مبناي سازماندهي منطقه‌اي و جغرافيايي كه لازمه شناسايي دقيق نيازمندان و توانمندسازي و خوداتكايي ايشان است، علاوه بر تعامل مناسب و استفاده بهينه از ظرفيتها و تجربه هاي خيريه‌هاي موجود به ايجاد يا تقويت گونه‌هاي جديدي از سازمانهاي مردم‌نهاد شامل تشكلهاي داوطلبانه حمايتي محله‌محور به مركزيت مساجد محله‌ها تحت عنوان كلي شبكه ارتباطي حمايتي مردمي توجه شده و اهداف، وظايف، فعاليتها و بويژه تعامل آنها با كميته امداد امام خميني(ره) به عنوان دستگاه متولي عرضه خدمات حمايتي و يك سازمان حمايتي از تشكلهاي مردمي، طراحي و تبيين شده است. الگوي تعاملي اين مقاله اتحاد و مشاركت دولت و مردم در جهت تحقّق واقعي اهداف توانمندسازي و خوداتكايي محرومان را با رويكرد مسجدمحوري مورد توجه قرار داده و شاخصهاي كاهش فقر، احياي آموزه‌هاي ديني در زمينه انفاق و نوعدوستي، احياي جايگاه مساجد در نظام اسلامي، افزايش همبستگي و سرمايه اجتماعي، افزايش رضايتمندي و عزت نفس نيازمندان، كاهش هزينه هاي اجرايي و تشكيلاتي و در نتيجه افزايش بهره وري عرضه خدمات حمايتي به محرومترين اقشار جامعه را هدف قرار داده است.

In this article, while deliberating field observations, interviewing, polling official experts of the state relief department according to regional and geographical organizing which is necessary for exact recognition of the needy, enabling them and supporting their self-reliance; in addition to proper interaction, optimum usage of capabilities and experiences of present charities, we have paid attention to establishing or reinforcing new kinds of non-governmental organizations affiliated to the common people including volunteer local-oriented relief foundations based on the local mosques ,generally called people’s communicative network. Then, we have explained and designed their objectives, functions, activities, and specially their interactions with IKRF as an administrator for supplying protective services and a protective organization of people’s establishments. The interactional model of this article has taken into consideration both unity and participation of people and government to actually achieve the objectives of enabling and self-relying of the deprived through the mosque-oriented approach. It has aimed at reducing poverty indicators, reviving religious teachings in donation and charity, restoring mosques position in the Islamic system, increasing solidarity and social capital, enhancing the poor’s satisfaction and self-respect, reducing executive and organizational costs, and increasing benefits of supplying the supportive services to the most deprived classes of the society
