بررسي تنگناهاي طبيعي و انساني براي توسعه فيزيكي- كالبدي شهرها درشهرستان گرمي با استفاده ازGIS

Studying the Human and Natural Obstacles for Skeletal-Physical Development of the Cities by Using GIS, Case Study: Germitown Ship

امروزه توسعه‌ فيزيكي بي‌رويه و ناموزون شهري، آثار و پيامدهاي متعددي را برجاي گذاشته و شهرها را با مسايل و معضلات خاصي روبرو نموده است. ساخت و سازهاي غيرمجاز، همجواري‌هاي نامناسب در كاربري‌ها، آلودگي‌هاي زيست محيطي و به هدر رفتن زمين‌هاي كشاورزي، تخريب اكوسيستم‌هاي طبيعي و گسترش به سمت پهنه‌هاي آسيب‌پذير شهري از نظر مخاطرات محيطي از قبيل دره‌هاي سيلابي، دامنه‌هاي ناپايدار، حريم رودخانه‌ها و... نمونه‌اي از اين مشكلات است كه امروزه شاهد آنيم. شهرستان گرمي نيز به دليل موقعيت جغرافيايي خود و قرارگيري بر روي پهنه‌هاي پرشيب و كوهستاني داراي محدوديت‌هاي متعددي است. بنابراين بررسي و تجزيه و تحليل پديده‌هاي مختلف طبيعي و عوامل انساني منطقه و در نهايت ارايه راهكارهاي كنترل و برخورد منطقي با اين فرآيندها و محدوديت هاي حاصل از آنها ضروري است. در همين زمينه، تحقيق حاضر با علم به اهميت موضوع و با هدف بررسي مناطق مستعد براي توسعه شهري با استفاده از سيستم اطلاعات جغرافيايي تدوين گرديده است. براي تجزيه و تحليل فضايي و ارزيابي چند معياري از نرم افزار Edrisi، و براي استاندارد‌سازي ارزش‌ها (مقادير) و يكسان‌سازي مقياس‌ها در لايه‌هاي نقشه‌اي، از روش استانداردسازي بر مبناي درجه عضويت در تابع فازي استفاده گرديد. براي وزن‌دهي به معيارها نيز روش Critic انتخاب شده و در تحليل نهايي ارزيابي چند معياري (براي مكان‌هاي مناسب توسعه شهر)، تكنيكTopsis مورد استفاده قرار گرفته و جهات مطلوب توسعه شهري تعيين شده است. نتايج نشان مي دهد كه توسعه شهر به سمت شمال شرق به علت برخورد با زمين هاي مرغوب كشاورزي، بالا بودن سطح آب‌هاي زيرزميني و نزديكي به خطوط گسل محدوديت دارد و جهت توسعه آن مناسب نيست و با توجه به ساير عوامل متناسب با شاخص هاي توسعه، بخش هاي شرقي و جنوبي شهر، بهترين جهات توسعه و گسترش شهري گرمي به حساب مي آيد.

Today, uncontrolled and uneven physical development of the cities, has left various consequences and encountered the cities with specific problems and difficulties. Unauthorized construction, inadequate Neighborhood in usages, environmental pollution and the loss of agricultural lands, destruction of natural ecosystems and the expansion toward vulnerable urban zones from the view point of environmental hazards such as flood valleys, unstable slopes, river right, and ... are an example of the problems that we see today. Germi town ship, due to its geographical location and placing on the steep and mountainous zones has several limitations. Therefore, the survey and analysis of the various natural phenomena and human factors of the area, and ultimately presenting control strategies for logical dealing with these processes and the resulting limitations is necessary. To this aim, the present study has been performed for studying the proper areas for urban development by using GIS system. For spatial analysis and multi-scale evaluation, Edrisi software was used and for standardizing the values and homogenization of scales in drawing layers, standardization method based on membership degree in fuzzy function was used. Critic method was used for weighting the criteria and Topsis technique has been used in final analysis of multi criteria evaluation (for suitable areas for urban development) and proper coordinates of urban planning has been determined. The results showed that the urban development toward the North East is faced with limitations and restrictions due to confronting with fertilized agricultural lands, high level of ground waters and proximity to fault lines , and are not suitable for development. And with respect to other factors, in proportion with the development indices, the eastern and southern part of the city are considered as the most appropriate areas for urban development of Germi .
