امنيت پايدار نظام جمهوري اسلامي ايران؛ الگويي براي تبيين و اجراي سياست‌هاي كلان

Sustainable Security of Islamic Republic of Iran; a Model of Explanation and Execution of Macro Policies

امنيت پايدار از جمله موضوع‌هاي سياست‌هاي كلان برنامه پنجم توسعه نظام جمهوري اسلامي ايران است كه ابعاد تبييني و اجرايي آن كمتر مورد توجه قرار گرفته است. از اين رو پرسش اصلي مقاله اين است كه «چگونه مي‌توان سياست‌هاي كلان امنيت پايدار را تبيين و اجرايي ساخت؟» در پاسخ پرسش فوق تلاش شده است با نظر داشت مضامين و محتواي ايده‌هاي سياست‌هاي كلي، الگويي كلان در ابعاد نظري و راهبردي جهت تمهيد مقدمات تبييني و اجرايي ‌شدن سياست‌هاي كلي اين موضوع فراهم گردد. در طراحي الگوي اصلي و بسط اجزا و انواع الگوهاي فرعي، از روش‌هاي الگوسازي فرمال و غيرفرمال‌ به صورت مجزا و تركيبي بهره‌گيري شده است. الگوي كلان به‌دست داده شده شامل الگوهاي فرعي مفهومي و سناريوهاي اجرايي در چهار عرصه مفهومي، آرماني، رويكردي و اقدام است كه نقشه راه تبيين و اجرايي شدن سياست‌هاي امنيت پايدار را به دست مي‌دهد. امنيت پايدار حاصل تقارن حالت‌هاي وضعيت و سيستم است.

Sustainable security is one of the topics of macro policies of the fifth development plan in the Islamic Republic of Iran؛ the explanatory and executive dimensions of which have not received due attention. Thus the main question of this article is: How is it possible to explain and implement the macro policies of sustainable security? Considering the contents of the general policies, the present article seeks to present a macro model in theoretical and strategic dimensions towards providing explanatory and executive preparations of implementing the above mentioned general policies. In the process of designing the prototype, expanding its parts, and defining its various auxiliary models, the article benefits from the method of formal and informal modeling separately and synthetically. The macro model obtained embraces auxiliary conceptual models, and executive scenarios in four fields i.e. conceptual, ideal, approach and action, offering the roadmap for explaining and implementing the policies of sustainable security. Sustainable security is the outcome of the correspondence of situation and system.
