The Role of Audio-Visual Media in Public Supervision

از آنجا كه محدوده جامعه جديد، فقط امكان حضور فيزيكي تعداد نسبتاً كمي از شهروندان را امكانپذير مي‌سازد، رسانه‌هاي همگاني به نهادهاي اصلي حوزه عمومي و نظارتي تبديل شده اند. در ساختار حقوق اساسي و قوانين جمهوري اسلامي، دستگاه ها و سامانه هاي نظارتي در كنترل كارامدي مسيولان و جلوگيري از انحرافها و سوي استفاده آنان نقش مستقيمي دارند. در اين راستا رسانه ها به عنوان يكي از ابزارهاي كارامد در اين حوزه در نظر گرفته مي شود كه از سوي مردم و به نمايندگي از آنها بر حاكميت نظارت دارد. موضوع اصلي اين نوشتار كاركرد مطبوعات و رسانه هاي ديداري و شنيداري در نظارت همگاني است. در اين مقاله، كه با روش اسنادي انجام شده، ابتدا با تعريف نظارت و انواع آن به كاركرد نقش رسانه هاي ديداري و شنيداري در نظارت همگاني پرداخته شده است. نظامهاي رسانه‌اي و نظارت همگاني و نقش آنان در توسعه نظارت همگاني از جمله مباحثي است كه در اين مقاله مورد بحث قرار گرفته است.

A feature of democratic systems is their ability to be held accountable towards performance of their officials. In the modern era, no one will be able to establish effective communication with others and to supervise in general areas any longer without using or support of communicative means. Nowadays, given development and considerable growth of technology and science, tools and equipment for extending communication have also expanded, important examples of which include newspapers, the press, radio and television, cinema, video, computer, Internet networks…Since the limits of modern society allow a small number of citizens to reside, public media have changed into major institutions of the general and supervisory areas. In the structure of constitutional law and laws of the Islamic Republic of Iran, organs and systems play an important role in controlling efficiency of officials and preventing their perversions and abuses. In this respect, media are regarded as a group of efficient means in this area, which supervise ruling on peopleʹs behalf and as their representatives. This article principally aims to examine the role of audio-visual media in public supervision. In this study, carried out by means of documentation method, functions of the press and audio-visual media in public supervision are first examined once supervision has been defined and its types are clarified. Media systems and public supervision and their role in developing public supervision are among the issues discussed in this article.
