ارايه راهكارهايي براي توسعه همكاريهاي دانشگاه و صنعت در ايران

Strategies for strengthening the university – industry collaboration in Iran

با عبور از دوران توسعه صنعتي و ورود به عصر دانايي و توسعه دانش بنيان ارتباط دانشگاه و صنعت به ضرورتي حياتي و اجتناب ناپذير و به يك الزام تبديل شده است، به طوري كه اين دو نهاد بازيگران اصلي نظامهاي ملي نوآوري قلمداد مي شوند و ارتباط باز تعريف شده آنها مهم ترين نقش را در تجاري سازي دستاوردهاي علمي و توسعه اقتصادي خواهد داشت. دانشگاهها در ادامه ماموريتهاي آموزشي و پژوهشي سنتي خود در نظام ملي نوآوري در توسعه فناوري و كارآفريني مسيوليتهاي جديدي را عهده دار شده و با توليد دانش با ارزش اقتصادي، زمينه هاي نوآوري مبتني بر دانش را براي بنگاههاي اقتصادي و صنعت فراهم كرده اند. مشخصه هاي اصلي توسعه مبتني بر دانايي نوآوري، نيروي انساني كارآفرين، واحدهاي تحقيق و توسعه و شركتهاي كوچك و متوسط دانش بنيان به شمار مي روند و زير ساختهاي عمده اين عصر، دانشگاههاي كارآفرين و مراكز رشد و پاركهاي علم و فناوري به حساب مي آيند. امروزه، براي برقراري ارتباط موثر بين دانشگاه و صنعت بايد راهبردها و راهكارهاي جديدي را در چارچوب كاركردهاي نظامهاي نوآوري اتخاذ كرد. در اين مقاله ويژگيهاي صنعت و دانشگاه در كشور ايران از منظر نظامهاي نوآوري بيان و با توجه به كاركردهاي اين نظام جايگاه صنعت ايران در رتبه هاي جهاني مشخص شده است. سپس، با توجه به كاركردهاي سياستگذاري، تحقيق و توسعه، تامين منابع، توسعه منابع انساني، انتقال و انتشار فناوري، كارآفريني و توليد كالا و خدمات پيشنهادهايي براي توسعه ارتباط دانشگاه و صنعت در ايران ارايه شده است.

In transition from the industrial to knowledge- based development era, the relationship between university and industry has proved vital and has become an inevitable issue. These two sectors are considered as major elements of national innovation systems and their redefined relationship plays the most important role in commercialization of scientific achievements and economic development. Following their traditional educational and research missions, in national innovation systems, the universities are taking new responsibilities in entrepreneurship and technology development with producing knowledge with economic value and preparing a context for knowledge - based innovation for small and medium enterprises. The main characteristics of knowledge - based development are innovation, entrepreneurship, R&D and SMEs, and the main infrastructures are entrepreneur universities, incubators and science and technology parks and SMEs. For effective relationship between university and industry, new strategies should be adopted in the framework of national innovations systems. In this paper status of universities and industries in Iran are explained and the functions of NIS, taking into account the ranking of Iran industries, are presented. Then in the field of policy making, research and development, human and financial resources, technology transfer and technology dissemination and entrepreneurship, some suggestions are provided for development of university- industry relationship in Iran.
