توسعه‌ي صنعت آلومينيوم كشور با رويكرد كاهش وابستگي

Developing Aluminum Industry of our Country With Approach of reducing dependency

آلومينيوم از جمله فلزات راهبردي است كه به دليل خصوصيات برجسته و كاربرد فراوان در صنايع هوافضا، صنايع دريايي و كشتي سازي، صنايع حمل و نقل ريلي و جاده اي، صنايع نظامي و مهمات سازي، ساختمان، تجهيزات الكتريكي و بسته بندي مواد غذايي در دنيا مورد توجه زيادي قرار گرفته است. وجود منابع عظيم انرژي و نيروي انساني مناسب و ارزان دركشور به عنوان دو عامل مهم و اصلي در توليد اين صنعت انرژي بر مي باشد. اهميت توسعه صنعتي به عنوان موتور توسعه ي اقتصادي كشور و ضرورت ايجاد فرصت هاي شغلي جديد در شرايط فعلي كشور كه بي كاري اصلي ترين دغدغه ي نظام و تهديدي جدي براي امنيت كشور است، ضرورت بررسي، مطالعه-وپژوهش به منظور چگونگي توسعه صنعت آلومينيوم را مضاعف مي نمايد. از آنجا كه براي توسعه اين صنعت، دسترسي به مواد اوليه ي مورد نياز ضروري بوده و اين مواد در حال حاضر در كشور در حد نياز وجود ندارد و از طرف ديگر توسعه با استفاده از مواد اوليه وارداتي موجب وابستگي خواهد شد، يافتن راه حل مناسب براي توسعه صنعت، حايز اهميت ويژه مي باشد. لذا اين پژوهش در پي يافتن سازوكارهاي مناسب براي توسعه ي اين صنعت است. در اين مقاله با توجه به اهداف كلان صنعت آلومينيوم كشور و تجزيه و تحليل عوامل محيط داخل و خارج، نقاط قوت و ضعف سازماني و نيز فرصت ها و تهديدات محيطي بر اساس پژوهش هاي ميداني توسعه ي صنعت مذكور شناسايي و مورد تجزيه وتحليل وارزيابي قرارگرفته و در پايان رويكرد و راهبردهاي مناسب براي دستيابي به اهداف صنعت در پايان برنامه ي پنجم توسعه، پيشنهاد گرديده است

Aluminum is one of the strategic metal which has caught a lot of attention across the world because of its prominent chracteristics and ample applications in aerospace industry, maritime industry, shipbuilding , rail and road transportation industry, military and ammunition industry, construction, electronic equipment and packing the feed stuff. Existence of great resources of energy as well as cheap and favorable workforce in the country are two main factors for producing this energy consuming industry. The importance of industrial development as the engine for economic development of the country and the necessity for creating new job opportunities in the current situation of the country , in which unemployment is the main disturbance of the system and is a serious threat for security of the country has prompted the additional necessity for survey, study and research with the aim at developing Aluminium industry. Since, developing this industry needs access to raw material and this material is not available at the enough level, on the other hand, development through imported raw material would lead to dependency, finding a favorable solution for industry would have special importance. Therefore, the present research aims at finding a favorable mechanism for developing this industry. Given the macro targets of Aluminum industry of the country and analysing the inside and outside environment factors, in this paper, the weak and strong organizational points as well as environmental opportunities and threats have been recognized, analysed and evaluated based on field research of development of said industry. In the end, the favorable approaches for achieving the targets of industry at the end of fifth development paln have been offered.
