مطالعه رابطه بين كسري بودجه دولت و حساب جاري در اقتصاد ايران در دوره 1385-1342

A Study of the Relationship between Government Budget Deficit and Current Account: The Case of Iran 1342-1385

يكي از مشكلات عمده در كشورهاي در حال توسعه وجود كسري بودجه مداوم بوده است. كسري بودجه از طريق تغييرات تقاضاي كل مي‌تواند حساب جاري را تحت تاثير قرار دهد. لذا جا دارد كه اثرات كسري بودجه بر حساب جاري مورد بررسي قرار گيرد. از اينرو اين تحقيق به بررسي رابطه بين كسري بودجه و كسري حساب جاري در اقتصاد ايران طي دوره1385-1342 پرداخته است. جهت بررسي رابطه بين كسري بودجه و كسري حساب جاري از يك الگوي خود‌همبسته برداري استفاده شده است. همچنين رابطه عليت در كوتاه‌مدت و بلند‌مدت با استفاده از يك الگوي تصحيح خطاي برداري مورد بررسي قرار گرفته است. نتايج حاكي از آن است كه يك رابطه هم‌تجمعي بين كسري بودجه و كسري حساب جاري در بلند‌مدت وجود دارد. همچنين يك رابطه عليت دو سويه بين كسري بودجه و كسري حساب جاري در بلند‌مدت تاييد مي‌گردد. اما در كوتاه‌مدت رابطه عليت، تنها از سمت كسري بودجه به كسري حساب جاري تاييد مي‌گردد.

One of the major problems in the developing countries has been the persistent budget deficit. This in turn has affected the current account through changing the total demand. Thus, the need to examine the effects of budget deficit on current account has arisen. In order to examine the relationship between the foregoing factors, the following study in the economy of Iran through 1342 to 1385 has been carried out. To this end, a vector autoregressive model has been applied. In addition, causality in the short and long run has been determined by the use of error correction model. The results indicate that there is cointegration between budget deficit and current account in the long term. Moreover, the existence of bi- directional causality between budget and current account deficits is confirmed. However, a uni-direction causality from budget deficit to current account is observed in the short run.
