طراحي الگوي راهبردي صنايع دفاعي مطلوب در افق چشم‌انداز 1404 ج.ا.ا

Designing Strategic Model of desirable defense industries in the Horizon of 1404 vision of the I.R. of Iran

در اين مقاله با در نظر گرفتن اهداف چشم‌انداز بيست‌ساله كشور ج.ا.ا در افق 1404، تصويري از وضعيت مطلوب صنايع دفاعي كشور ارايه مي‌گردد. اين تصوير مبتني بر فلسفه وجودي صنايع دفاعي است كه اقتضا مي‌كند همواره براي پاسخگويي موثر به نيازهاي دفاعي حال و آينده، آمادگي خود را حفظ نموده و ارتقا دهد. در همين راستا، ابتدا مباني نظري طراحي ساختار و برخي مفاهيم الگوي وضعيت مطلوب سازمان‌هاي دفاعي به اختصار توضيح داده شده است. در ادامه، به عوامل تاثيرگذار بر ساختار صنايع دفاعي كشورها و رهيافت عمومي و مشتركي كه در بررسي تطبيقي الگوهاي غربي و شرقي (آمريكا، روسيه و چين) به دست آمده، اشاره گرديده است. هم‌چنين سياست‌هاي كلي براي تحقق اهداف چشم‌انداز به عنوان اصول و ضوابط در طراحي الگوي راهبردي صنعت دفاعي مطلوب مورد بحث قرار گرفته و از نظرات‌ برخي صاحب‌نظران صنايع دفاع براي شناسايي عوامل موثر بر الگو استفاده شده است. در پايان، فهرستي از ويژگي‌هاي الگوي مورد نظر تهيه و به نظرخواهي جمعي از خبرگان راهبردي و صنعت دفاعي گذاشته شده است. سپس با جمع‌آوري نظرات، پرسش‌نامه توسط محقق‌ساخته، اصلاح و توزيع گرديده و در نهايت عوامل و مولفه‌هاي الگو، با استفاده از روش «تحليل عاملي اكتشافي»، شناسايي و مورد تحليل قرار گرفته است

Given the aims of 20-year vision of the I.R. of Iran in the Horizon of 1404, an Image of desirable situation of defense industry of Country has been introduced in this paper. This image is based on raison detre of defense industries which requires to maintain and promote its preparation for effective responding to the defense needs of present and future. In this line, first theoretical fundamentals for designing the structure and some concepts of model of desirable situation of defense organizations have been explained briefly. Then, the impacting factors on defense industries structure of countries and common and general approach which have been achieved in adaptive review of Eastern and Western models have been mentioned (U.S.A, Russia and China). Also general policies for realizing the aims of vision as the principles and criteria in designing the strategic model of desirable defense industries have been discussed. And, the view points of some pundits of defense industries have been used for identification the impacting elements of said model. At the end, a list of characteristics of concerned model has been prepared and was at the disposal of a group of strategic experts and defense industry elements for referendum. Then, by gathering their views, the questionnaire has been prepared by researcher and was improved and distributed. Finally, the elements and components of model , by using the « exploratory factor analysis » methodology, have been identified and analysed.
