نقش مطلوب سرمايه‌ي اجتماعي در تامين امنيت عمومي

Desirable role of Social Asset in maintaining public Security

امروزه تامين و تحقق امنيت عمومي پايدار نيازمند رعايت پيچيدگي ها و در نظر گرفتن محاسبات اطلاعاتي، مناسبات و عمق روابط در عرصه ي اجتماعي است. شبكه هاي به هم تنيده در حوزه ي اجتماعي مولد ظرفيت ها و قابليت هاي زيادي است كه در شرايط كنوني ضرورتاً مي بايست از سوي متوليان و دست اندركاران سامانه امنيتي كشور مدنظر و مورد تاكيد قرار گرفته و به طرق مقتضي در جهت اهداف مطلوب، كنترل و مديريت شوند. حال با اين فرض كه امنيّت عمومي، برآمده از جامعه اي با سرمايه ي اجتماعي مثبت و مطلوب مي باشد، اين امنيت رويكردي است ناظر بر سرمايه ي اجتماعي(شامل اعتماد متقابل، آگاهي عمومي و مشاركت مردمي و...)، كه در پي «ايجاد و حفظ نظم عمومي»، «كاهش وقوع جرم» و «حاكميت قوانين و مقررات» در نظام اسلامي مي باشد. به عبارت ديگر، در اين راستا، مفهوم «سرمايه ي اجتماعي» به عنوان يكي از مفاهيم مهم و كليدي، به دليل بهره مندي از رويكرد نرم افزارانه، به يكي از محورهاي اصلي مطالعات و راهبردهاي تامين امنيت نرم در عرصه هاي كلان، بخشي و خرد تبديل شده و مورد نظر مسولان امنيتي واقع شده است. اين مقاله، در تلاش است تا نقش سرمايه ي اجتماعي در تامين و تحقق امنيت عمومي را مورد مداقه و بررسي قرار دهد.

Today, materializing and maintaining public security requires observing complexities and taking into consideration information assessment, ties and depth of relations at social scene. Tied networks at social field are producers of capacities and great potentials that should be stressed and taken into consideration by authorities of security system of country as well as should be controlled and managed through required way in line with desirable objectives. Now, by supposing that public security emanates from a society with positive and desirable social asset, such security is an approach that monitors social asset (Including mutual confidence, public awareness and public participation and …) which follows «creating and maintaining public order», «reducing commiting crime», «ruling the laws and regulations» in Islamic system. In other words, in this line, the concept of «social asset» as an important and key concept, because of using software approach, has been changed into a main element of studies and strategies of maintaining soft security at macro, micro and minor fields and has attracted the views of security authorities. This paper aims at reviewing and studying the role of social asset in maintaining and materializing public security.
